Monday 11 oClock AM Kingston January 18th, 1886

The first meeting of the Council elect of the Corporation of the City of Kingston was held this day. Present

John Lanyon Whiting Esquire Mayor elect

Aldermen Cataraqui Ward Robert J. Eilbeck, William M. Drennan and William B. Little

Frontenac Ward James Duncan Thompson, John O'Brien and William Dunn

Ontario Ward Leonard Clements, Cornelius Bermingham and William Wilson

Rideau Ward John Carson, Christopher Robinson and John McIntyre

Saint Lawrence Ward John McKay Junior, George T. Hobart and James Redden

Sydenham Ward Charles F. Gildersleeve, William Harty and Chamberlin A. Irwin

Victoria Ward Joseph Hiscock, Robert W. Shannon and James Wilson

Cornelius V Price Esquire Judge of the County Court of the County of Frontenac administered the declarations of qualification and office to the Mayor elect

Whereupon the Mayor (elect) John Lanyon Whiting Esquire took the chair and administered the declarations of qualification and office to the newly elected Aldermen

The Mayor read his address to the Council

A Communication from Adam McArthur was read offering himself as candidate for Auditor

The Mayor nominated Joseph C Clark as Auditor

Ald. Gildersleeve introduced a By Law to appoint Auditors for the year 1886, which was read a first time

The 30th Rule of orders was suspended as to the readings of this By Law and the Council went into Committee of the whole on the second reading

Alderman Bermingham in the chair The Council resumed The Committee rose and the Chairman reported the second reading of the By Law. The Report was received.

The By Law was read a third time and passed

On motion of Ald. Gildersleeve seconded by Ald. Hobart Ordered, that the sum of five thousand dollars be placed to the credit of the Committee on Streets.

On motion of Ald. Gildersleeve seconded by Ald Harty Ordered, that Messrs Harty, Wm Wilson, Clements Jas Wilson and the mover be a Committee to strike the Standing Committees for the year and that the Council do stand adjourned for ten minutes to receive the Report of the Committee

A meeting of the Council of the Corporation of the City of Kingston was held this day. Present:

His Worship the Mayor Aldermen: Allen, Behan, Carson, Curtis, Donnelly, Hewton, Livingston, Martin, Minnes, Newlands, Richardson, Ryan, Skinner, Stewart Strainge, Tait, Walkem

The Clerk read the minutes of the last meeting.

Communications summarized by Clerk were read and referred as follows:

From John Blevins City Clerk Toronto inviting the co-operation of the City Council in securing a reduction in the rate of postage on drop or City letters. Referred to the Committee on Finance &c.

From Thomas Crate asking &c.

From George Thompson, Collector of Taxes stating Taxes Collected to date. Referred to the Committee on Finance. &c

From F.C. Ireland City Treasurer stating fees received from Market No 1 to date. Referred to the Committee on Finance &c.

From Mrs Saunders and others respecting taxes. Referred to the Court of Revision.

From Wm L. Gordon City Commissioner calling the attention of the Council to passing a By Law governing the erection of guards or fences around boulevards. Referred to the Board of Works.

From Wm L Gordon Secretary Local Board of Health stating the Local Board request the Council to pass a By Law governing the erection of Dry earth Closets Referred to the Committee on City Property.

From William G. Craig Secretary Kingston Foundry and Machinery Co Re: adjustment of taxes for the year 1895. Referred to Committee on Finance &c.

From Fred Osler on behalf of two blind men named Coleman asking Council to relieve them from the payment of $3.15 for work done by W. Follest (cleaning a pit). Referred to the Committee on Finance &c.

The Clerk submitted Auditors detailed statement &c in duplicate for the year 1895 left over.

Petitions were presented and referred as follows:

From John Mudie Esquire by Ald Skinner Re: taxes . Referred to Court of Revision.

From John Gilbert and others by Ald Richardson asking for an asphalt walk on West side of Barrie Street from Union to Clergy Streets Referred to the Board of Works and the City Commissioner.

From R.W. Gowan and 72 others by Ald Newlands requesting that Barrie Street be continued to Pine Street. Referred to the Board of Works.

From P.A. Haffner by Ald Strainge complaining of snow being removed in front of lot Albert and Johnston Street &c. Referred to the Board of Works.

From William Mundell and 10 others by Ald Richardson asking for a new side walk on the east side of Arch Street between Union and Deacon Streets and to be laid down outside present walk so as to afford a boulevard. Referred to the Board of Works.

Ald Livingston from the Committee on Finance and Accounts brought up

Victoria Ward John Gaskin, Richard T. Walkem and Henry Mooers

James A Henderson Esquire Deputy Judge of the County Court of the County of Frontenac was present and administered the declarations of qualification and of Office to the Mayor elect -

Whereupon the Mayor elect John McKelvey Esquire took the Chair and administered the declarations of qualification and of office to the Members present

On motion of Ald: Drennan seconded by Ald: Allen Ordered, That the auditor to be appointed by the Council be elected by ballot.

The Mayor nominated A.B. Macdonell as one of the Auditors of the City of Kingston.

John D. Ferris, Joseph E Clark and S.W. Scobell were nominated by members of the Council.

On motion of Ald: Gildersleeve seconded by Ald: Harty Ordered, That in any balloting for auditors the name receiving the fewest votes be omitted in the following balloting.

The ballot resulted in favor of Sidney W. Scobell

On Motion of Ald: Drennan seconded by Ald: Allen Ordered, That A.B. McDonell the nominee of the Mayor and S.W. Scobell be the auditors for 1877.

On Motion of Ald: Drennan seconded by Ald: Allen Ordered, That His Worship the Mayor be appointed by this Council to represent the stock in Cataraqui Bridge Company, so represented by Ex Mayor Britton.

On Motion of Ald: Gildersleeve seconded by Ald: Drennan Ordered, That the Mayor be the director on behalf of the City on the Board of the Kingston and Pembroke Railway Company for the ensuing year.

Ald: Drennan moves seconded by Ald: Allen That the following Members be a Committee to strike Committees for the year. Messrs Drennan, Gaskin, McCammon, Harty, Powers, Campbell, Carson

In amendment 1st Ald: Metcalfe moves seconded by Ald: Powers That the Committee to strike the standing Committees for 1877 consist of the following members of this Council viz; Aldermen Noble, Metcalfe, Carson, Dupuis, Harty Gaskin and McRossie

In amendment 2nd Ald: Gaskin moves seconded by Ald: Mooers That the Committee to strike the standing Committees for the year 1877 be comprised of the following aldermen: Carson, Gildersleeve, McCammon, Campbell, Drennan,

A Meeting of the Members elect of the council of the Corporation of the City of Kingston for the year 1882 was held this day Present

John Gaskin Esquire Mayor elect

Aldermen

Cataraqui Ward William B. Little, Joseph Quigley, William Allen

Frontenac Ward William D. Gordon, George Creeggan, James McCammon

Ontario Ward Leonard Clements, William Irving, William Wilson

Rideau Ward John Carson, Edward Law, John McIntyre

Saint Lawrence Ward Robert J. Carson, James Redden, Thomas A. Dupuis

Sydenham Ward Edward H. Smythe, James P. Gildersleeve, Thomas H. McGuire

Victoria Ward Charles F. Gildersleeve, James Craig, James Downing

The Judge of the County Court Cornelius V. Price Esquire was in attendance and administered the declarations of qualification and of office to the Mayor elect

Whereupon the Mayor took the chair and administered the declarations of qualification and of office to the Aldermen elect

The Mayor verbally addressed the Council on Financial matters &c

The Clerk read Communications from Messrs Frederick J. George, Adam McArthur, J.J. Maloney and Joseph E. Clark for appointment as Auditor

The Mayor nominated Frederick J. George as one of the Auditors

On motion of Ald: McCammon seconded by Ald: Redden Ordered, that the nominee of the Mayor Mr F.J. George be confirmed

On motion of Ald: McIntyre seconded by Ald: C.F. Gildersleeve Ordered, that this Council do now proceed to appoint an auditor by ballot, the successful candidate to receive a majority of the votes of this Council

The Council ballotted five times without a result

Ald: McIntyre moves seconded by Ald: C.F. Gildersleeve That the former resolution relating to the Auditorship be reconsidered and that the Council do now proceed to appoint an Auditor. The person receiving a majority of votes to be declared elected

In Amendment Ald: C.F. Gildersleeve moves seconded by Ald: McIntyre That the ballot for Auditor be proceeded with and the

The person receiving the smallest number of votes on any ballot be omitted on the succeeding ballot, which being put was carried Yeas 14 Nays 8 and the original motion was lost

The Council proceeded to ballot the result of which on the third ballot was

For Adam McArthur 12 votes, Joseph E. Clark 10 votes

The mayor declared Adam McArthur appointed Auditor

On motion of Ald: R.J. Carson seconded by Ald: Smythe Ordered, That the salary of the Auditors be the same as last year. One hundred dollars for all work done by them for the City. To include all extra work that may be required of them

On motion of Ald: R.J. Carson seconded by Ald: C.F. Gildersleeve Ordered, That no motion for the expenditure of money be in order until the Committee On Finance report that there are funds on hand or arrangements made for the payment of the same

On motion of Ald: R.J. Carson seconded by Ald: Dupuis Ordered, that the following be a Select Committee to strike the standing Committees for the year. C.F. Gildersleeve, Irving Dupuis, Creegan, Law, Smythe, and the mover

On motion the Council adjourned for half and hour

The Council met persuant to adjournment.

All the members being present

The Chairman from the Select Committee to strike the standing committees for the year brought up a Report (Number 116 Book E.) which was read

Ald: R.J. Carson moves seconded by Ald: Creeggan That the report of the Select Committee be received and adopted

In Amendment Ald: McIntyre moves seconded by Ald: Smythe That the report be amended by striking out the name of Ald: Creegan from the Committee On Streets and inserting the name of Ald: McCammon in lieu thereof, which being put was lost

Yeas Mayor Gaskin, Aldn Allen, Clements, Dupuis, Gordon McCammon, McGuire, McIntyre, Quigley, Smythe 10

Nays Aldn John Carson, R.J. Carson, Craig, Creeggan Downing, C.F. Gildersleeve, J.P. Gildersleeve, Irving Law, Little, Redden, Wilson 12

And the original motion being put was carried

On motion the Council adjourned
