at the next meeting of the Council as to the advisability of suspending operations on the Alfred street drain and proceed with the continuation of the Division street drain, along Union street to Arch street, thence along Arch street to connect with the College drain at a point near Deacon street. And that it be an instruction to the City Engineer to submit at the next meeting of the Council an estimate of the probable cost of said extension.

Ald. Gildersleeve brought up the petition of William Power respecting taxation. Referred to the Court of Revision

Ald. Clements from the Committee on Finance and accounts brought up a Report (Number 383 Book E, which was received and adopted.

The Chairman from the Committee on Streets &c brought up a Report (Number 384 Book E.) enclosing proposal of Walter C Jenkins dedicating a portion of property on continuation of Quebec street on certain conditions - which were read

On motion of Ald. Thompson seconded by Ald. Hiscock

Ordered, That the report of the Committee on Streets be received and adopted.

The Chairman from the Committee on City Property brought up a Report (Number 385 Book E.) which was read and adopted.

Ald. Gildersleeve introduced a By Law to appoint a Local Board of Health for the year 1886 which was read a first time

The 30th Rule of Council was suspended as regards the reading of this By Law and the Council went into Committee of the whole on the second reading

The Committee rose, and the Chairman reported the second reading of the By Law clause by clause. The Report was received

In amendment to report

Ald. McIntyre moves seconded by Ald. O'Brien

That the name of Prof. Carr Harris be substituted for the name of W.R. McRae on the Board of Health which being put was [underline] lost [/underline]. Yeas 7. Nays 12.

The By Law was read a third time and passed

Ald Gildersleeve introduced a By Law respecting Local Improvements and Special Assessments therefor which was read a first time.

On motion of Ald. Thompson seconded by Ald. O'Brien

Ordered, That the following be a special Committee on the Water Works for 1886 The Mayor Aldermen Harty, McIntyre, Carson McKay and Bermingham have an investigation made and report to the Council upon the Condition of all the Hydrants in the City and report at the next meeting of the Council upon the late Queen street fire

On Motion the Council adjourned

A meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor

Aldermen

Allen, Behan, Carson, Curtis, Elliott, Horn, Martin, Meek, Mundell, McIntyre, McKelvey, Richardson, G. Robinson, Ryan, Skinner, Walkem, Wright

The clerk read the minutes of the two last meetings.

Communications summarized were read as follows: -

From T. O. Robson, President Re Canadian Cattle Trade - Referred to the Finance Committee.

From Miss Machar - Secretary poor relief Association showing expenditure for year - Referred to the Finance Committee.

From E. J. B. Pense asking for cheque Hospital Grant by city.

On motion of Ald McKelvey seconded by Ald Richardson Ordered, that the amount of $750 as provided in the Budget be paid to the Treasurer of the Kingston General Hospital.

From Robert Creighton Accountant Provincial Penitentiary enclosing account for material &c - Referred to the Board of Works.

From John Macdonald Secretary Public School Board asking on what terms the Board can aquire the use of Ontario Hall - Referred to the Committee on City Property.

From John Macdonald Secretary Public School Board asking for a Grant of $20,000 to erect a new School house and to pay indebtedness on Victoria School, about $1100 - Referred to the Committee on Finance

From W. M. Drennan, Secretary Celebration Committee Queens Birthday asking for a grant of $20 towards advertizing.

On motion of Ald McKelvey seconded by Ald. Meek Ordered That the communication of Wm M. Drennan on behalf of the Celebration Committee be referred to the Committee on Printing with power to act.

From George Osborne complaining of Horses and Cows being allowed to run at large.

On motion of Ald McIntyre seconded by Ald Martin Ordered That the communication of George Osborne be referred to the Committee on City Property and that in view of the number of complaints made by Citizens of the inefficiency of the present Pound Keeper the said committee is hereby ordered to make inquiry as to the cause of such inefficiency and report at the next regular meeting of this Council upon the measures proper to be taken to ensure a thorough enforcement of the pound By Law and the efficient protection of citizens in future from the annoyance complained of.

From John D. Boyd and 93 others by Ald Tait asking that a 40 foot street known as a continuation of Stanley Street when registering three streets running North & South in the neighborhood of the new Frontenac School to also register a 40 foot street &c. Referred to Board of Works.

The Chairman from the Board of Works brought up Report (Number 51 Book H) which was read. Ald Carson moves seconded by Ald Strainge That the report of the Board of Works be received and adopted. In amendment Ald Stewart moves seconded by Ald Richardson That the clause Re: Rails be struck out and that we ask for tenders for the old rails which being put was carried and the Report was adopted as amended.

The Chairman from the Water Works brought up report (Number 52 Book H) which was read and adopted.

The Chairman from the Committee on Fire, Water and Light brought up a report (Number 53 Book H) which was read and adopted.

Ald Minnes from the Committee on City Property brought up (Report number 54 Book H) which was read and adopted.

Ald Walkem from the Committee on Parks brought up a report (Number 55 Book H) which was read and adopted.

Ald Richardson presented the petition of William Lesslie and 4 others asking for an asphalt side walk on George Street from the North side of O'Kill to Stuart Street. Referred to the Board of Works and the City Commissioner.

On motion of Ald Drennan seconded by Ald Minnes Ordered, That the Treasurer be instructed to pay salaries as per Budget 1896.

On motion of Ald Minnes seconded b Ald Robinson Ordered, That the taxes on pleasure yachts for 1895 be refunded. Yeas: The Mayor Aldermen: Behan, Drennan, Hewton, Martin, Minnes, Newlands, Richardson, Robinson, Stewart, Strainge, Tait Walkem - 13 Nays: Ald Carson

On motion the Council adjourned.

From John Blevins City Clerk Toronto inviting the co-operation of the City Council in securing a reduction in the rate of postage on drop or City letters. Referred to the Committee on Finance &c.

From Thomas Crate asking &c.

From George Thompson, Collector of Taxes stating Taxes Collected to date. Referred to the Committee on Finance. &c

From F.C. Ireland City Treasurer stating fees received from Market No 1 to date. Referred to the Committee on Finance &c.

From Mrs Saunders and others respecting taxes. Referred to the Court of Revision.

From Wm L. Gordon City Commissioner calling the attention of the Council to passing a By Law governing the erection of guards or fences around boulevards. Referred to the Board of Works.

The Chairman from the Board of Works brought up Report (Number 58 Book H) which was read and also submitted Report of Thomas A Bolger City Engineer Re: construction of a drain in O'Kill Street with a statement of measurements &c which were also read. On motion of Ald Carson seconded by Ald Behan Ordered, That the report of the Board of Works be received and adopted.

The Chairman from the Committee on Water Works brought up report (Number 59 Book H) which was read and adopted.

On motion of Ald Donnelly The Mayor left the Chair and Ald Behan took the same. On motion Ald Donnelly seconded by Ald Allan Ordered, That this Council wish to place on record its thankful appreciation of the able and undefatiguable efforts put forth by His Worship the Mayor, Alderman Drennan and the other members of the Celebration Committee which resulted in such complete success on 24th May. Ald Behan left the chair and the Mayor took same.

On motion, the Council adjourned.
