Monday 11 oClock AM Kingston January 18th, 1886

The first meeting of the Council elect of the Corporation of the City of Kingston was held this day. Present

John Lanyon Whiting Esquire Mayor elect

Aldermen Cataraqui Ward Robert J. Eilbeck, William M. Drennan and William B. Little

Frontenac Ward James Duncan Thompson, John O'Brien and William Dunn

Ontario Ward Leonard Clements, Cornelius Bermingham and William Wilson

Rideau Ward John Carson, Christopher Robinson and John McIntyre

Saint Lawrence Ward John McKay Junior, George T. Hobart and James Redden

Sydenham Ward Charles F. Gildersleeve, William Harty and Chamberlin A. Irwin

Victoria Ward Joseph Hiscock, Robert W. Shannon and James Wilson

Cornelius V Price Esquire Judge of the County Court of the County of Frontenac administered the declarations of qualification and office to the Mayor elect

Whereupon the Mayor (elect) John Lanyon Whiting Esquire took the chair and administered the declarations of qualification and office to the newly elected Aldermen

The Mayor read his address to the Council

A Communication from Adam McArthur was read offering himself as candidate for Auditor

The Mayor nominated Joseph C Clark as Auditor

Ald. Gildersleeve introduced a By Law to appoint Auditors for the year 1886, which was read a first time

The 30th Rule of orders was suspended as to the readings of this By Law and the Council went into Committee of the whole on the second reading

Alderman Bermingham in the chair The Council resumed The Committee rose and the Chairman reported the second reading of the By Law. The Report was received.

The By Law was read a third time and passed

On motion of Ald. Gildersleeve seconded by Ald. Hobart Ordered, that the sum of five thousand dollars be placed to the credit of the Committee on Streets.

On motion of Ald. Gildersleeve seconded by Ald Harty Ordered, that Messrs Harty, Wm Wilson, Clements Jas Wilson and the mover be a Committee to strike the Standing Committees for the year and that the Council do stand adjourned for ten minutes to receive the Report of the Committee

The Council met pursuant to adjournment

All the members being present

The Chairman from the Select Committee to strike the standing committees for the Year brought up a Report (Number 382 Book G) which was read and adopted.

On motion of Ald. Thompson seconded by Ald. Eilbeck Ordered, That the following be a Committee for Municipal reform for 1886 The Mayor Aldermen Harty, Gildersleeve, McIntyre, Clements, J Wilson and the mover such committee to consider and report to this Council as early as possible as to the best method of making the City Assessment

Ald. McIntyre gives notice of a By Law for the amendment of the existing By Law respecting the appointment of three assessors instead of one

Ald. Thompson brought up the petition of Samuel Lambert and 50 others praying that a Policeman be appointed to perform night duty at the lower Grand Truck Railway Depot. Referred to Police Commissioner.

On motion of Ald. Redden seconded by Ald. Bermingham Ordered, That the Poundman be retained until the Council or Chairman of Parks notify him that his services are not required.

On motion the Council adjourned

His Worship the Mayor Aldermen Carson, Clements, Drennan, Dunn, Gildersleeve, Harty, Hiscock, Hobart, Little, McIntyre, McKay, O'Brien, Redden, Robinson, Shannon, Thompson, J. Wilson, W. Wilson.

The Clerk read the minutes of the two last meetings.

Ald. Drennan brought up the petition of A.E. Elmer asking the Council to purchase a Gong. Referred to the Committee on Fire Water and Gas

Ald. J. Wilson brought up the petition of H. W. Wilson L. O'Brien and 14 others praying steps may be taken to enlarge the outlet of the New Yonge St drain &c

On motion of Ald. J. Wilson seconded by Ald. Shannon Ordered, That the petition of H. W. Wilson, L. O'Brien and 14 others be referred to the Committee on Streets to report at

The Clerk read the minutes of the last meeting A Communication from W. L Gordon Secretary Local Board of Health was read respecting the property trapping of Drains. - Referred to the Committee on Streets.

A Communication from A.P. Knight acting Secretary Collegiate Institute was read applying for $365.00 to pay Salaries. Referred to the Committee on Finance &c

A Circular from W.S. Williams Secretary Napanee, Tamworth and Quebec Railway Company was read asking for information Re: Railway Bonus. Referred to the Mayor and City Clerk

A Circular from Lt Colonel Otter was read soliciting donation of $10.00 to the annual Prize Meeting of 1886. Referred to Committee on Finance &c

A Communication from A. P. Knight Acting Secretary Collegiate Institute Re Confirmation fo appointment of Trustees Messrs. E. H. Smythe and R.W Robertson.

Alderman Drennan brought up the petition of the Young Womens Christian Association of Kingston asking for a remission of Taxes - Referred to the Court of Revision

Alderman Little brought up the petition of Thomas Kirkpatrick offering to rent the South Easterly Corner of the Market shambles for $3 per month - Referred to the Committe on Markets

Alderman Hiscock brought up the petition of R McDonald and 9 others asking for a drain &c on Pembroke Street - Referred to the Committee on Streets.

Ald: Hiscock brought up the petition of W.A Webster and 19 others asking for the Construction of a drain on Herchimer street and St Lawrence Avenue and to construct grade and metal the street - Referred to the Committee on Streets &c

Ald: Bermingham from the Committee on Finance and accounts brought up a Report (Number 386 Book E) which was read and adopted

The Chairman from the Committee on Streets & Improvements brought up a Report (Number 387 Book E) which was read and adopted

A Report from Henry Walden Chief Engineer of the Fire Department Kingston was read suggesting certain improvements to the Department, the purchase of Hose and submitting for the approval of the Council a list of the Officers and men Comprising the present

The Committee rose and the Chairman reported the second reading clause by clause. The Report was received. The 30th Rule being again suspended the By Law was read a third time and passed.

Ald Carson introduced By Law No 548 entitled "A By Law to amend By Law No 492 entitled A By Law respecting the public markets" which was read a first time. The 30th Rule was suspended and the Council went into Committee of the Whole on the second reading. Ald Richardson in the Chair The Council resumed. The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received. The 30th Rule being again suspended the By Law was read a third time and passed.

On motion the council adjourned.

A meeting of the Council of the Corporation of the City of Kingston was held this day. Present: His Worship the Mayor Aldermen: Allen, Behan, Carson, Drennan, Hewton, Martin, Minnes Newlands, Redden, Richardson, Robinson, Stewart, Strainge, Tait, Walkem

The Clerk read the minutes of the last meeting.

Communications summarized by Clerk were read and referred as follows:

From L.W. Dyde Secretary Childrens Aid society requesting the of one of the unoccupied basement rooms of the City Building for an office. Referred to the Committee on City Property.

From Bryant and Carnagie Re: Names placed on streets. Referred to the Board of Works.

From Annie Morris Taxes. Referred to the Court of Revision.

From F.C. Ireland, City Treasurer showing fees received to date from Market No 1. Referred to Finance Committee.

From George Thompson Collector of Taxes giving statement of Taxes received to date. Referred to Finance Committee

From J.G. Forster & Co soliciting the patronage of the Council for the Kingston

up Reports (Numbers 56 & 57 Book H) which were read and adopted.

The Chairman from the Board of Works brought up Report (Number 58 Book H) which was read and also submitted Report of Thomas A Bolger City Engineer Re: construction of a drain in O'Kill Street with a statement of measurements &c which were also read. On motion of Ald Carson seconded by Ald Behan Ordered, That the report of the Board of Works be received and adopted.

The Chairman from the Committee on Water Works brought up report (Number 59 Book H) which was read and adopted.

On motion of Ald Donnelly The Mayor left the Chair and Ald Behan took the same. On motion Ald Donnelly seconded by Ald Allan Ordered, That this Council wish to place on record its thankful appreciation of the able and undefatiguable efforts put forth by His Worship the Mayor, Alderman Drennan and the other members of the Celebration Committee which resulted in such complete success on 24th May. Ald Behan left the chair and the Mayor took same.

On motion, the Council adjourned.

Aldermen Allen, Carson, Curtis, Donnelly, Drennan, Hewton, Livingston, Martin, Minnes, Newlands, Redden, Robinson, Skinner, Stewart, Strange, Tait, Walkem

The Mayor being absent Alderman Drennan was chosen Chairman The Clerk read the minutes of the last meeting

From City Treasurer showing market fees No 1 Market received to date Referred to the Committee on Finance.

From George Thompson collector of Taxes stating amount of Taxes received by him to date. Referred to the Finance Committee.
