TO THE HONORABLE MAYOR AND CITY COUNCIL OF THE CITY OF WEST SEATTLE, KING COUNTY, WASHINGTON:

GENTLEMEN:-

Your petitioners, the undersigned and owners of the property appearing opposite our respective names, such property being and lying within the hereinafter proposed "Local Improvement District", and the same being subject to assessments in proportion to the benefit derived by the improvements therein, do hereby respectfully petition your honorable body to establish a "Local Improvement District", as provided by law, for the grading and parking of Victoria Street between the eastern limits of Grand Avenue to the centre of Spring Street, in the City of West Seattle, and that such improvements be made under the five (5) year installment plan, and that the sum or assessments charged against the lots and parcels of land abutting and fronting on the street so improved within said "Local Improvement District", be paid in five (5) equal annual installements, and that fiveyear "Local Improvement Bonds" be issued against said District, as provided by law, to defray the costs thereof.

395 COMMON COUNCIL OF THE CITY OF SEATTLE. Mar 2 1888 Be it remembered that on this 2nd day of March 1888 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The following officers are present, viz: Mayor Minor, Councilmen Furth, Frink, Green, Lake, Moran, Niesz, & Russell & W. R. Forrest Clerk. The following proceedings are had, to wit: Petitions etc Petition of C. N. Cooper & others for opening Dexter Street from Depot Street to Republican Street, read and referred to Committee on Streets. Petition of J J Post and others for opening & planking alley west of Front Street between Union and University Streets, read and referred to Street Committee. Petition of D N Styde & others for opening portions of Roy and Victoria Streets read and referred to Street Committee. Petition of J D McDermott and others for opening portions of Fifth and Brook Streets, read and referred to the Street Com. Petition of Geo Kinnear for permission to grade at his own expense Roy Street from Temperance Street to Light Street and Light Street from Roy Street to Bluff Street; also Banner Street from ]]Roy Street]] to High Street, and that the Council cause the grade of said streets to be established, read and granted and the surveyor directed to establish said grades.
