To the Honorable Mayor and Common Council of the City of Seattle:

Your petitioners would respectfully represent that they are residents it is of great importance to the interests of this city and of the state that some final settlement and adjustment under the Constitution of the State should be made in relation to the harbors of the cities on Puget Sound; that the present unsettled condition is retarding and preventing the establishment of industries along the water front of the City of Seattle, and to that extent hampering and embarrassing the growth and development of the city.

Your petitioners would further respectfully represent that in their opinion House Bill. No. 378, introduced by Mr. Meany, would, if it should become a law, greatly facilitate the settlement of the harbor front question and relieve the cities on Puget Sound of their present embarrassment in respect to the establishment of industries along the water fronts of the respective cities.

We therefore earnestly petition your honorable body to give the weight of your indorsement to House Bill No. 378 as the most likely bill to become a law and the one which is best calculated to serve the interestes of the cities on Puget Sound and of the whole state.

All of which is respectfully submitted.

It is therefore asked of you that the assistance necesary this month be furnished by the Department - to enable your Superintendent to complete said annual Report. The following letter and similar ones have been received I have your note of Nov 4th and the package of seeds which I am very glad to get. We shall do what we can to co-operate with you in establishing an arboretum on the shores of Puget Sound, and in a short time I shall be able to send you a number of seeds collected here in the arboretum or received from our correspondents Another year I dare say there are several things I should be glad to have you collect for us. From Chamber of Commerce thanking the Council for tendering the use of Council Chamber for meetings. Ordered filed. A notice of protest from James M. Colman against the Improvement done on Columbia Street & protesting against his individual assessment presented. Ordered that the vote by which the application of Margaret Sullivan for a licernse was rejected be & is hereby reconsidered. Applications for Licenses Ordered that licenses be issued as follows, towit; S. Baxter for Wholesale for 6 months from Feb. 10 Geo Nadeau for Retail for 3 months from Feb. 10 Margaret Sullivan for Grocery for 3 months from Feb. 15 Fredrick Lendin for Retail for 3 months from Feb. 20 Cowles & Foster for Retail for 3 months from Feb. 12 Schwabacher Bros & Co for Wholesale for 6 months from Feb. 9 O'Shea & Parent for Retail for 3 months from Feb. 13 S. Co are presented & read; after due consideration it is ordered that the said Resolutions be approved & that the Clerk be & is hereby instructed to spread said Resolutions at large in this Journal Said Resolutions read as follows, towit: Whereas the original object and purpose of the creation of the Northern Pacific Railroad Company, and the grant of lands thereto by the Congress of the United States, was to aid in the building of a continuous line of railroad from Lake Superior to Puget Sound, with a branch via the valley of the Columbia River to Portland to promote the public interest and welfare; And Whereas, the said Company with the aid so granted during the past three years, by the extraordinary and untiring efforts of its late President Henry Villard so far Completed said road to the West [?] [?] in connection from Portland to Lake Superior, and [?]

435 COMMON COUNCIL OF THE CITY OF SEATTLE gaged in extending its line Westward from Ainsworth across the Cascade mountains to Puget Sound; And whereas, we believe the great object of the creation of said Company cannot be accomplished without the construction of the said Cascade division; and that the welfare of the people of the Territory of Washington requires the imediate construction of said division and we believe that should said land grant be not forfeited, said Cascade division will be completed at an early day, therefore, Be it resolved by the Chamber of Commerce of the City of Seattle, that we deem it for the best interests of the people of the Territory of Washington as well as of the whole nation, that said railroad Company should have and retain its land grant in accordance with the spirit and intent of the law, to enable it to finish and complete its road to Puget Sound. Resolved, that we are opposed to and most respectfully protest agianst any action of Congress tending to the forfeiture of said land grant. Resolved, that our Delegate in Congress be, and is requested to in all reasonable efforts to prevent the forfeiture of said grant and to procure the construction of said Cascade division at as early a day as possible and upon such route as will tend to best promote the interests of the people thoughout the Territory. Resolved that our Corresponding Secretary be directed to at once forward copies of the foregoing to our Delegate and the Chairman of the proper Committees of the Senate and House of Representatives. Ordinances An ordinanace is submitted entitled "An Ordinance to amend section "1 of Ordinance No. 253 granting the right of way to the Spring Hill Water Company to lay water pipes within the City, and defining the rights, duties and obligations of said Company." After due consideration the same is adopted upon the following vote, towit: In favor of adoption Clancy, Day, Keenen, Chas Mc Donald, Northrup, Ranke, Rasin & Wusthoff. Against adoption none. The Council proceeds to consider an Ordinance entitled "A Special ordinance appropriating money to Pay audited bills. Adopted upon the following vote, towit: In favor of adoption Clancy, Day, Keenen, Chas McDonald, Northrup, Ranke, Rasin & Wusthoff. Against adoption none. To the Honorable Mayor and Council of the City of Seattle, Washington:

Your petitioners respectfully represent that they are citizens and tax-payers of the City of Seattle and are interested in its welfare; that the rich bottom lands of the country surrounding the said city are now and at several times during the last ten years have been inundated and overflowed by waters from the Duwamish, Black, Cedar and Sammamish rivers and Lake Washington and that on account of such overflow the owners of said bottom lands are prevented from raising vegetables and garden truck thereon and the citizens of Seattle are obliged to send to California for these articles, and for this reason large sums of money are sent out of our city which otherwise would be spent here; that the water supply of the City of Seattle is obtained from Lake Washington, and at the present time the water is impure for the reason largely that the slough water from Lake Sammamish and river must, in going through Lake Washington to the outlet at Black river, flow past the "take in" pipe of the city water works; that if the low land between Lakes Union and Washington called the "Portage" and the outlet of Lake Union were deepened and widened so as to allow the passage of a large amount of water from Lake Washington to Puget Sound by this channel, the inundation and overflow of the hereinfore mentioned bottom lands would not happen and the vegetable market of Seattle could and would be supplied by home production; that the pure waters of the Cedar river would flow into Lake Washington and pass by the "take in" pipe of the city water works and the water supply of the said city of Seattle would then be rendered pure because of this and because the slough water of Lake Sammamish would flow out of Lake Washington by way of the "portage" and Lake Union and not come near the said "take in" pipe; that the accomplishment of these two objects, viz: a pure water supply and a home production of vegetables and table supplies would be of incalculable advantage to your petitioners and to all the citizens of Seattle.

Wherefore, your petitioners pray that such steps may be taken by ordinance or otherwise as shall assist the property owners of said lands and the County of King in widening and deepening said outlet by way of Lake Union, and your petitioners will ever pray.
