To the Honorable Mayor and Common Council of the City of Seattle: We, the undersigned business men, residents and tax payers of said City, understanding that there is in circulation a petition remonstrating against the contrast of the City letting the lighting thereof to the Rainier Power Railway Company and the Seattle Gas and Electric Light Company, which said petition is being circulated in the interests of the Union Electric Company, beg to urge on your Honorable body the full appreciation we have, and are confident you have, for the necessity of an economical administration of the affairs of the City, and a lessening of the pres ent burden borne by the tax payers. We are further of the opinion that the awarding of this contract to the lowest bidder would effect a large saving to the City and meet with public approval. Petition to Extend City Limits of Seattle To the Honorable, the City Council, the Legislative Body of the said city of Seattle, hereby respectfully petition that the boundaries of the City of Seattle be altered and extended so as to include the new territory hereinafter described within the said City of Seattle after proceedings had as required by law, and that you submit to the electors of said city and to the electors residing in the said territory hereinafter described, the question whether said territory shall be annexed to said City of Seattle and become a part thereof. Seattle Jan 7th 1891 To the Honorable The Board of Police Commissioners Gentlemen:- We, your Committee appointed to secure some legal light upon the bill presented to your honorable body by ex-police officer A M Kent, beg leave to report that they placed all the papers in the case in the hands of Corporation Counsel, the Hon Orange Jacobs and beg leave to submit here with (together with the other papers) his written opinion, for your consideration. Committee on Finance. Where it remained two weeks and was then endorsed and recommended to be paid. After which it passed the Honorable Board of Aldermen unanimously One week later it came before the House of Delegates and was referred to the committee on Claims. Before the bill had been pesented to the Auditing Committee I had spoken toDr. G O Guy he told me that he was not present when I was dropped from the force but that he would do what he could to assist me in getting my pay. I told Dr. Guy when the Committee on Claims was to meet, he said he would try and go before them, but when the hour arrived he was busy and said you get the bill and I will sign it. When I got the bill I found that the Mayor's signature wasnot onit. I took it to Mayor White who said I signed a wrapper that was around the bill that had been taken off I will now signit where they can't tear it off. He then signed on the back of the bill Ithen presented it to Dr G O Guy He read the statements placed upon it by the Chief of Police. I said you see the Chief of Police is opposing it.
