Your Hon. Body will be aware from an inspection of your records and papers on file in the Office of your Clerk, that this subject was fully canvassed at that time and decided by gentlemen whose impartial judgment in that matter, cannot be questioned upon any ground of antagonism to the liquor interest or disposition to restrict business enterprises.

Upon the occasion referred to, to wit: at the meeting of this Council on June 6th, 1884, there was a full attendance of the members and 5 out of the 9 present voted for the rejection of the application of Mr. Pritchard for a license at the place referred to, to wit: For the rejection of the application Messrs Charles McDonald, Geo. W. Harris, Otto Ranke, B. F. Day, and B. L. Northup.

We would further represent that at this time the prospect of any general business in that vicinity is even more remote than at the time when the former application was made and that the said applicant can have no expectation of making the business of the sale of liquor at said point profitable unless his premises shall be a resort and retreat for such persons as have been referred to.

[begin crossed-out paragraph] We would represent that it is the intention of a religious and benevolent institution to establish and erect, [illeg.] the present [illeg.], in the vicinity of the [premises?] of the said Pritchard and on the same street, a hospital to be known as the "Grace Hospital" which will be visited some of the most refined people of our City, and have selected this location and purchased the site for the exercise of their [benevolence?] in order to be free from all such disturbances as are now proposed. 597 COMMON COUNCIL OF THE CITY OF SEATTLE Feb 9/85 Be it remembered that on this the 9th day of February 1885 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment.

The following Offices are present, Court: His honor the Mayor John Leary and Councilmen, Geo F. Frye, B. L. Northup, Alfred Snyder, E. F. Sox, H. L. Yesler, W. M. Latimer and W. V. Rinehart.

Thereupon the following proceedings are had:

Petions Rec'd Crossing Battery St & 6th From the Directors of School Dist No. 1. for crossings in Battery Street at 5th and 6th Streets. Granted so far as a crossing at 6th Street is concerned and Street Commissioner is instructed to do the work. J H May in 5th St Grade From J.H. May for an allowance of $20.00 from Hawkins claim on 5th Street Grade. Referred to Clerk. Committees Reports Lanterns Revolvers etc for Police From Police Commitee recommending the purchase by the City of lanterns, revolvers, clubs etc for the use of the Police Force. Adopted Hog pen nuisance near Lawtons From Health Committee recommending the abatement of a Hogpen nuisance near C.W. Lawtons. Adopted Moyer From Judiciary Committee returning the petition of Geo F. Moyer with-out action recommending that the same be referred to the City Attorney. License ordinance From Committee on Licenses recommending certain amendments to Ordinance No. 637. Ordered laid on the the table and consideration of the report indefinitely postponed. Buckias From Judiciary Committee recommending the granting of the petition of Sylvanus Buckias. Adopted. Licenses referred Application for Licenses Referred Julius W. Smith, Patrick Flynn Granted Licences Ordered Issued Ordered that licenses be issued as followed, Court; Aug Wolff for Retail Malt Liquors for 3 months from Feb 13, 1885 Boegli and Braillard Intoxicating Liquors for 3 months from Feb 12, 1885 Schwabacher Bros and Co. Be it remembered that on this the 15th day of May 1885 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law.

From Harris & Greenus for reconsidering the claim allowed of last meeting for an additional allowance.

From S. F. Hoskinson for closing temporarily an alley in Block 21 Pontius 2d addition. Referred to Street Com tee.

From Frahin & Simpson for the delivery of a certain Madison Street Grade Warrant for $200.00 upon the execution by them of a bond to remove said rock at their own expense within 20 days after the removal of a certain injunction against the same. Granted.

From City Assessor for an appropriation to apply towards paying for certain abstract work. Referred to Finance Com tee.

A plat of "W. C. Hills addition to the City of Seattle" is presented & referred to Street Com tee

Communications and Reports

From the Board of Fire Delegates, a notification that Gardner Kellogg had been elected Chief of the Fire Department of the City of Seattle by election held May 4, 1885; thereupon it is ordered that said Gardner Kellogg be & is hereby appointed to the office of Chief of the Fire Department for the term provided by law.

From A. B. Merrill asking for the appointment as Custodian of City Powder Magazines. Thereupon said A. B. Merrill is appointed as such Custodian.

From J. C. Lipsky Powder House Keeper on the matter of the claim of Ballard & Sox for powder stolen from Powder House. Ordered filed.

From J. C. Lipsky tendering his resignation as Keeper of the Powder House. Accepted.

From Clerk on D. Rohlfs assessment matter. Report adopted.

From Finance Com tee approving Treasurers report. Adopted.
