After due examination the said assessment roll is on motion approved. Bids For Grading Fourth Street Bids for grading Fourth Street from UnionStreet to Bell Street are opened and read as follows: Michael O'Day & J A Anderson. Clearing and Grubbing $80.00 Grading Fourth Street from Union to Bell, Clearing per acre $30.00. Grading per cubic yard 30&1/2 cents. Bid of White, Quigley & Gage. Committee on Finance. Where it remained two weeks and was then endorsed and recommended to be paid. After which it passed the Honorable Board of Aldermen unanimously One week later it came before the House of Delegates and was referred to the committee on Claims. Before the bill had been pesented to the Auditing Committee I had spoken toDr. G O Guy he told me that he was not present when I was dropped from the force but that he would do what he could to assist me in getting my pay. I told Dr. Guy when the Committee on Claims was to meet, he said he would try and go before them, but when the hour arrived he was busy and said you get the bill and I will sign it. When I got the bill I found that the Mayor's signature wasnot onit. I took it to Mayor White who said I signed a wrapper that was around the bill that had been taken off I will now signit where they can't tear it off. He then signed on the back of the bill Ithen presented it to Dr G O Guy He read the statements placed upon it by the Chief of Police. I said you see the Chief of Police is opposing it. got to do with it I believe you are entitled to your pay and shall sign the bill. Captain Manning after reading Chief Rogers' protests signed the bill. The Auditing Committee knew where the bill had been. where it came from and what it was, when they sanctioned it. that Finance Committee knew what the bill was when they endorsed it and recommended its payment. The Honorable Board of aldermen knew what it was when it passed the board. the Committee on Claims knew what the bill was when they signed it and recommended its payment. Mayor White, Commissioiners, Dr G O Guy and Captain Manning knew all about the bill when they signed it. Chief Rogers stated to the Honorable House of Delegates that no verbal of written report of my sickness had been received at Police Head quarters till after May 24th 1891. this statement is contradicted by the affidavit of officer John W Sanstrom A M Kent Subscribed and sworn to before me this 21st day of December 1891 Robt J Wilson Notary Public in and for the State of Wash residing at Seattle Wash.

The name of Mr. C. W. Ferris was presented by Mayor White for position of City Comptroller to be confirmed by the Board of Aldermen. Confirmed by vote of 9 to 0. The Prest declared Mr. Ferris duly elected.

Korn moved to have the City Clerk furnish 50 copies of the rules and order of business to the Board. Second by Snyder and Carried.

Miller moved that the names of the Standing Committee be printed in back part of the Book of Rules & Orders. Carried.

B of A Bill No. 1 by Miller An Ordinance pertaining to the rights and duties of the Corporation Council under the City Charter adopted Oct. 1st A.D. 1890. Read twice and ref to the Jud. Committee.

B & A Bill No. 2 by Miller An Ordinance to prescribe the duties of the Fire Commissioners and to more fully Organize the Fire Department read twice and ref to the Jud. Committee.

B of A Bill No. 3 by Miller An Ordinance to provide for the empl-ment of a Janitor for the City — Council and to perscribe the duties of Such Janitor read twice and ref to Jud. Committee.
