Seattle, Wash.,July,16th, 1890. To the Mayor and City Council of the City of Seattle. Gentlemen:I earnestly, petition your Honorable Body, to grant me the privilege of erecting a Street Clock in front on my place of business, at 604 Front Street. The said Clock to stand on an Iron Piller, 15 feet high, 14 inches square at the base, and to stand on the Edge of the side-walk, near the Curb. the siad Clock to cost not less that $600.00 to be a reliable Time-keeper, and an ornament to the City. We, the undersigned Merchants doing business on Front Street, Seattle, cordially endorse the proposition of Mr Basye, regarding the same, as an ornament and a public necessity, as an instrument to keep correct time. signed. 425 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 6 1888 wooden building corner Jackson and South Third Streets read and tabled. Petition of Leander Miller for correction of Assessment of Joel Miller read and referred to the Judiciary Committee. Petition of P Wickstrom and others for grading Eighth St. from Union Street to Mill Street read & referred to Street Com. Petition of W.N. White for permission to use powder in clearing and grubbing Fifth Street, read and granted provided the consent of all persons living within one hundred and twenty feet of where such blasting is to be done is first obtained and the contractor held responsible for all damages occasioned by such blasting. Communication from Dexter Horton & Co presenting claim for payment of certain street improvement warrants, read and referred to the City Attorney. Petition of John Krummer for permission to peddle a patented article without first obtaining a license, read and referred to Committe on License and Revenue. Communication of Charles F Reed offering to fill in South Second and Washington Streets read and referred to the Street Committee with power to act. Communication from John Christ in regard to piling in front of and filling in his lot on Mill Street read and referred to the Street Committee. Petition of Seattle Law Company for permission to put a sign post in front of Union Block at the outer edge of the sidewalk read and granted.

474 JOURNAL OF THE PROCEEDINGS OF THE May 18 1888 conjunction with the City Attorney with instruction to confer with the parties seeding the franchise and report on ordinance at the next meeting of the Council. From the same Committee rejecting petition of W H Wheeler & others for a Street Railway franchise. Adopted. From the City Attorney on the Claim of Providence Hospital as follows: "In the matter of the Claim of Providence Hospital for the support of John Brandon asmitted to the Hospital at the request of the Mayor I beg to report that the claim is not enforcible at law and the City can if it so desires resist the payment of the same": On motion of Councilman Furth the matter is ordered referred to a Special Committee. From the City Attorney on the demand of Dexter Horton & Co for the payment of certain scrips as follows: In the matter of the Communication of Dexter Horton & Co I have the honor to report that I do not consider that the officers of the City have been guilty of such negligence as to render the City liable for the payment of the scrip referred to. I do consider however that none of the scrip issued by the City should ever by repudiated, and that the City should make arrangements [?rooking] to the payment of such scrip as the City cannot make out of the property owners. The property owners in nearly all the cases now pending will at an early date submit a proposition for settlement of such cases, I would like to have the matter of this settlement as well as the Communication referred to myself and the Finance Commttee for adjustment." Adopted and the whole matter referred to the City Attorney and Finance Committee.
