246 JOURNAL OF THE PROCEEDINGS OF THE Apr 23/83 And now in pursuance to Notice duly published the Council proceeds to open and consider all bids for the construction of a sewer in Madison Street under Ordinance No 355. Which bids are as follows: Matt Branagan $1300.00 John J Cummings & Co 949.50 William Keane and James Walsh 1296.00 Patrick Dailey and Daniel O'Brien 1260.00 S G Simpson 1440.00 And now it appearing to the Council that the bid of John J Cummings and Co is the lowest and best bid & That they are the lowest responsible bidders. It is ordered that the contract be awarded to them upon thier giving a bond with good and sufficient surities in the sum of $500.00 Miscellaneous The Clerk submits statements of the cost of grading and sidewalks on 2d, 3rd, & Intersecting Streets under Ordinance No 288. Referred to Finance Committee Ordered that the Plans drawn by Donald Mackay Architect & entitles by the Committee on Public Buildings , Property & Grounds for an Engine House on Columbia Street property be & are hereby adopted Ordered that the Attorney be & is hereby instructed to submit an Ordinance authorizing the construction of an Engine House on Columbia Street Property. Ordered that the Mayor be & he is hereby requested to appoint a special Committee of 3 to be known as the Committee on Columbia Street Engine House to superintend the erection of the same. Ordered that upon the filing of specificatin for an Engine House on Columbia Street the Clerk be & is hereby instructed to advertise for bids for the construction of the same. Such advertisement to require a bond to be filed with each bid in the sum of $1000.00 conditioned that if such bid since be accepted & a contract awarded thereon The bidder is [?] a contract and Bond for the construction of such Engine House

373 COMMON COUNCIL OF THE CITY OF SEATTLE Oct 5/83 No 440 , which bids are as follows, to wit: Edmund Dunne Sidewalks per M B M [thousand board feet] $19.60 Ordered that the contract be & is hereby awarded to Edmund Dunne upon his executing a good sufficient bond in the amount of $100.00. Ordered that the bill of Donald Mackay as architect be & is hereby referred to the Comtee on Public Buildings. Ordered that the bill of John Wasser be laid on the table. Ordered that the Attorney be & he is hereby instructed to submit an Ordinance regulating the laying off of additions to the City. Ordered that the Attorney be & is hereby instructed to submit an ordinance to repeal Ordinance No. 198. Consideration of Ordinances And now the Council porceeds to consider an Ordinance entitled "An ordinance authorizing the location and laying down of tracks for Street Railways in the City of Seattle and the equipment and operation of such railways." After due consideration the same is adopted upon the following vote to wit: In favor of adoption Day, Harris, McDonald & Rasin. Against adoption Clancy, Wusthoff. Eight Ordinances are presented each being entitled "A Special Ordinance appropriating money to pay audited bills" After due consideration the same are adopted upon the following vote, to wit: in favor of adoption Clancy, Day, Harris, McDonald, Rasin & ]]Wusthoff]]. Communications Rec'd From Robert H Street with reference to license of Book Agents Referred to the Committee on Licenses From Surveyor recommending certain changes in grade elevation on Madison Street. Referred to Street Committee Reports Rec'd From Treasurer on general funds for month ending September 30, 1883. Referred to Finance Committee Committees Reports Rec'd From Health & Police Comtee reporting that nuisence complaint of by Henry Westphal et al had been abated. From Street Committee Rejecting the petition of L B Andrews with reference to Madison Street assessment Roll. Report adopted From Street committee rejecting the petition of Martin Strong for 15 percent of reserve funds on Madison Street, Report adopted From Street Committee rejecting the petition of O Jensen for the right to obstruct Weller Street with a house. Report adopted & petition denied. Ordered that the Attorney be & he is hereby instructed to proceed forthwith to cause the removal of said obstructions. From Street Commitee recommending the granting of the petition of Charles S Roe for the erection of ploes & stretching wires for electric light & recommending that the Attorney be insturcted to submit a general Ordinance regulating the subject. Adopted. Claims Paid Fire Fund Donald Mackay Architect Coulmbia Street Engine House $69. F W Wusthoff Valves etc. for Engine No1 66.12 Applications for Licenses Ordered that licenses be issued as follows, to wit: Frank Lessman for Retail Liquors for 3 months from Oct 13/83 Miter & McCormick for Retail Liquors for 3 months from Oct 15/83 Consideration of Ordinances And now the Council proceeds to consider and Ordinance entitled 'Ordinance to ament section five (5) of Ordinance No[?]
