To the Hon. Mayor and the House of Delegates and the Board of Alderman of the city of Seattle:

Gentlemen:

When South Ninth Street was ordered graded and sidewalked, the improvement was ordered to be made as far south as Charles Street; and assessment district was created including property as far south as Charles Street: In carrying out the improvement the street was not graded that far, and was not graded nor sidewalked in front of my lot; on October 28th, 1889, I paid the assessment on my lot, being Lot Number Eight of Block Number Six of Plummer's Addition, the amount of the tax being $39.12, believeing that the street would be improved as far as the ordinance under which the work was done called for. As the street never has been graded nor sidewalked as far as Charles Street, and not improved at all in front of my property, I respectfully request that the amount of tax paid by me for the assessment, with interest at 10 per cent, be returned to me. I have the original receipt given me at the time the tax was paid, and the treasurer's books show the payment also, while it is a well known fact that South Ninth Street has not been graded as far south as Charles Street, and has not been improved in front of my lot.

Wherefore, I respectfully petition your Honorable Body to refund to me the tax paid, and interest thereon, and your peititioner will ever pray &c.
