344 JOURNAL OF THE PROCEEDINGS OF THE Aug 24/83 consideration of the same is adopted upon the following vote, to wit: In favor of adoption, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Against adoption none. The attorney submits on Ordinance entitles "To provide for the grading and improvement of a portion of Jackson Street" thereupon after due consideration the same is adopted upon the following vote, to wit: In favor of adoption, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Againstadoption none. Council man Day submits an Ordinance entitled "An Ordinace to amend Ordinance No296 entitled In relation to Auctioneers, Hawkers and Peddlers approved September 5th 1882", thereupon the same is laid over for special consideration the first Friday in September 1883. Aoolications fo Licenses. Ordered that licenses be issued as follows to wit: G Burien for a grocery license for 3 months from Aug 22,1883 G Burien for a pigeon hole table for 3 months from Aug 22,1883 G Burien for 1 pool table for 3 months from Aug 22,1883 Frank Lessman for a grocery license for 3 months from Sept 2,1883 L V Schnyder for Retail Liquor for 3 months from Aug 26,1883 Miscellaneous Ordered that the Attorney be & he is hereby insturcted to prepare a Contract to be entered intoby the Seattle Gas Light Co for the furnishing of Gas for the ensuing year at $5.00 per lamp per month The motion to instruct the atty to dismiss the case pending before the City Justice & against Williamson & Kellogg is lost. The Street Comtee make their report recommending the granting of the petition of Williamson & Kellogg for the right to occupy a portion of Spring Street. Adopted. Ordered that the Attorney be & he is hereby insturcted to submit an Ordinance to provide for the Imporvement of Front Street Cribbing according to Plans & Specifications heretofore submitted by the surveyor & now on file. and now the citizen Comtee on the Villard reception appears to ask the council to support a Comtee of their Body to be a part of the Executive [?][?] reception.

345 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 24/83 Ordered that a Comtee of three be appointed by His Honor the Mayor to act in conjunction with the Citizens Executive Comtee on the Matter of Illumination & Decoration. Thereupon the Mayor appoints Councilmen McDonald, Clancy & Day as such Comtee Ordered that the Council adjournment until Monday Aug 27, 1883 at 8 o'clock pm for the special purpose of receiving & acting upon the report of said Villard reception Comtee. Aug 27/83 Be it remembered that on this the 27th day of August 1883 the Common Council of the City of Seattle meets in its Council chamber pursuant to adjournment. The following Officers are present to wit: Councilmen B F Day, Thomas Clancy, Geo W Harris, Charles McDonald, U M Rasin and F W Wusthoff. By reason of the absence from the City of His Honor the Mayor H G Struve Councilman U M Rasin is elected to take the position of acting Mayor to serve during such absence. Thereupon the following proceedings are had: And now the Comtee of the Villard Reception make the folowingrepot towit: To the Common Council of the City of Seattle: We your committee appointed to confer with the Citizens Committee in the matter of arranging a receptioin for Henry Villard & party on Completion of the Northern Pacific Railroad, respectfully report as follows We recommend: 1st The authorizing of the Street Commissioner to clean, ornament and illuminate the streets of the City at a cost not to exceed $2000.00. 2nd the appointment of a Committee of Three from this Council to advise and assist the Street Commissioner in such work and that the City attorney draw the nedcessary Ordinance. 352 JOURNAL OF THE PROCEEDINGS OF THE Sept 5/83 Ordinances Rec'd The attorney submits an Ordinance entitled "To appropriate $2000- for the cleaning repairing and lighting of the Streets." Thereupon after due consideration the same is adopted upon the following vote to wit: In favor of adoption Clancy, Day, Harris, McDonald, Rasin, Ranke & Wusthoff. Against adoption none. Miscellaneous Ordered that the City Flag be turned over to the DecorationCommittee for the Villard Celebration. Ordered that the Attorney be & is hereby instructed to submit an Ordinance to prevent the leaving of teams in the streets un hitched. Ordered that the vote by which the Ordinance entitles "To appropriate $300.00 to secure the use of Hook & Ladder Apparatus" was adopted over the veto of the Acting Mayor be & the same is hereby reconsidered. And now the Council proceeds toreconsider an Ordinance entitled "To appropriate $300 to secure the use of Hook & Ladder Apparatus" Thereupon after due consideration the same is rejected upon the following vote to wit: In favor of adoption none. Against adoption Clancy, Day, Harris, McDonald,Ranke & Wusthoff. And now the Attorney submits an Ordinance entitled "To appropriate $300- to secure the use of Hook & Ladder Apparatus." Thereupon after due consideration, the same is adopted upon the following vote, to wit: in favor of adoption Clancy, Day, Harris, McDonald, Rasin,Ranke & Wusthoff. Against adoption none.
