325 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 6/83

Ordered that the Attorney be & he is hereby instructed to submit an Ordinance to prevent the employment of Chinese on public Improvements.

Ordered that a Comtee towit: Harris, Ranke & Wusthoff be & they are hereby appointed to interview the citizens & report to the Council suitable provisions for the reception of Henry Villard & party upon their arrival in this city in September next

Ordered that the Clerk be & he is hereby instructed to advertise for bids for the City printing & gas work for the ensuing year.

Ordinances Rec'd An Ordinance is submitted entitled "A Special Ordinance appropriating money to pay Audited bills." thereupon after due consideration the same is adopted upon the following Vote, towit: In favor of adoption Day, Harris, Rasin, Ranke & Wusthoff. Against the same none.

Ordered that the Council stand now adjourned until Friday August 10.1883 at 8 o'clock P.M.

345 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 24/83 Ordered that a Comtee of three be appointed by His Honor the Mayor to act in conjunction with the Citizens Executive Comtee on the Matter of Illumination & Decoration. Thereupon the Mayor appoints Councilmen McDonald, Clancy & Day as such Comtee Ordered that the Council adjournment until Monday Aug 27, 1883 at 8 o'clock pm for the special purpose of receiving & acting upon the report of said Villard reception Comtee. Aug 27/83 Be it remembered that on this the 27th day of August 1883 the Common Council of the City of Seattle meets in its Council chamber pursuant to adjournment. The following Officers are present to wit: Councilmen B F Day, Thomas Clancy, Geo W Harris, Charles McDonald, U M Rasin and F W Wusthoff. By reason of the absence from the City of His Honor the Mayor H G Struve Councilman U M Rasin is elected to take the position of acting Mayor to serve during such absence. Thereupon the following proceedings are had: And now the Comtee of the Villard Reception make the folowingrepot towit: To the Common Council of the City of Seattle: We your committee appointed to confer with the Citizens Committee in the matter of arranging a receptioin for Henry Villard & party on Completion of the Northern Pacific Railroad, respectfully report as follows We recommend: 1st The authorizing of the Street Commissioner to clean, ornament and illuminate the streets of the City at a cost not to exceed $2000.00. 2nd the appointment of a Committee of Three from this Council to advise and assist the Street Commissioner in such work and that the City attorney draw the nedcessary Ordinance. From Chamber of Commerce thanking the Council for tendering the use of Council Chamber for meetings. Ordered filed. A notice of protest from James M. Colman against the Improvement done on Columbia Street & protesting against his individual assessment presented. Ordered that the vote by which the application of Margaret Sullivan for a licernse was rejected be & is hereby reconsidered. Applications for Licenses Ordered that licenses be issued as follows, towit; S. Baxter for Wholesale for 6 months from Feb. 10 Geo Nadeau for Retail for 3 months from Feb. 10 Margaret Sullivan for Grocery for 3 months from Feb. 15 Fredrick Lendin for Retail for 3 months from Feb. 20 Cowles & Foster for Retail for 3 months from Feb. 12 Schwabacher Bros & Co for Wholesale for 6 months from Feb. 9 O'Shea & Parent for Retail for 3 months from Feb. 13 S. A. Scullin for Retail for 3 months from Feb. 11 And now the Resolutions adopted by the Chamber of Commerce relative to the forfeiture of the unearned land grant of the Northern Pacific R. R. Co are presented & read; after due consideration it is ordered that the said Resolutions be approved & that the Clerk be & is hereby instructed to spread said Resolutions at large in this Journal Said Resolutions read as follows, towit: Whereas the original object and purpose of the creation of the Northern Pacific Railroad Company, and the grant of lands thereto by the Congress of the United States, was to aid in the building of a continuous line of railroad from Lake Superior to Puget Sound, with a branch via the valley of the Columbia River to Portland to promote the public interest and welfare; And Whereas, the said Company with the aid so granted during the past three years, by the extraordinary and untiring efforts of its late President Henry Villard so far Completed said road to the West [?] [?] in connection from Portland to Lake Superior, and [?]
