340 JOURNAL OF THE PROCEEDINGS OF THE Aug 24/83 Be it remembered that on this the 24th day of August, 1883 the CommonCouncilof the City of Seattle meets in its Council Chamber pursuant to adjournment. The followingofficers are present, to wit: His Honor the Mayor H G Struve and Councilmen Thomas Clancy, B F Day, Geo W Harris, Charles McDonald, U M Rasin, Otto Ranke and F W Wusthoff. There upon the following proceedings are had: Petitions Rec'd From Williamson and Kellogg for the right to occupy one-half of Spring Street Front to alley between Front & 2d. Referred to the Street Committee From John Angelo et al for the right to use the foot of Columbia Street for a fish stand. Referred to Street Committee. From Brooks and Cummings asking to be released from their Contract for the Improvement of Cherry Street under Ordinance No 395. Referred to the Street Committee. From the School Directors fo Seattle School District No 1 for the establishment of the grade on 5th Street, Pine to the City limits north. Referred to the Street Committee. Reports Rec'd From the Attorney on the matter of licensing Book Canvassers. Order filed. From the Attorney on the matter fo the proposed Ordinance to appoint Janus Murphy a Special Policeman. Committee Reports Rec'd The Judiciary Comtee ask & are granted further time in which to report on the matter of Compiling the Ordinances. From Finance Comteee apporving the Statements of cost of the Improvements of Eighth Street under Ordinance No 388 and of the improvement of Seneca Street under Ordinance No 401. Ordered that the rate of assessment in order to provide funds to pay for the improvement of Eighth Street under Ordinance No 388 be and the same is hereby fixed at the sum of 76&3/10 mills on the Dollar. Ordered that the rate of Assessment in order to provide funds to pay for the Improvement of Seneca Street under Ordinance No 401 be and the same is hereby fixed at the sum of 58 mills on the Dollar.
