358 JOURNAL OF THE PROCEEDINGS OF THE Sept 7/83 And now in pursuance to notice duly given the Council to examine & Equalize the assessment Rolls for the Improvement of 4th Street under Ordinance No 395 and for the Improvement of Pine Street under Ordinance No 421. Pending which said Rolls are referred to the Street Comtee, Assessor & Attorney. And now the Council proceeds to the election of 2 additional Policemen, whereupon John Kelly and F A Minick each receiving a majority of the votes of the members of the Council are duly declared elected Policemen of the term provided by law. Ordered that a Committee of three be appointed by the Acting Mayor to investigate the petition of C K Jenner et al for the grading of Washington Street, 9th to 12th. Thereupon the Acting Mayor appoints Day, Wusthoff & Clancy such Committee. Ordered that the Attorney be & is hereby instructed to examine the matter of the forfeiture of the Contract for the Imporvement of James Street by Cummings & Strong & to report thereon. Ordered that A J Smith be & is hereby authorized to solicit orders for books until the Ordinance is relation thereto is amended. 359 COMMON COUNCIL OF THE CITY OF SEATTTLE Sept 11/83 James Street. Referred to Street Committee From Geo Smith for the right to occupy the Foot of Columbia Street for a Fish Stand. Referred to Street Committee Communications Received From the Surveyor recommending the conversion of boulders into Macadam. Referred to Street Committee Committees Reports Rec'd From the Street Committee on the petition of C K Jenner et al for a partial grade on Washington Street 9th to 12th recommending that with the consent of G N Alexander the contractor on said Street, the contract for the grading of said street be extended as the same rates so as to embrace a grade of uniform width between 9th and 12th Streets as prayed for by said petitioners and that the City Surveyor be required to make estimated thereon, that the assessments for said grade be is modified as to be in harmony with the extension of said contract. Adopted Applications for Licenses Ordered that licenses be issued as follows to wit: Davidson & Hubbard for retail liquors for 3 months from Sept 13, 1883 Davidson & Hubbard for 1 Pool Table for 3 months from Sept 13, 1883 James Peddie for retail liquors for 3 months from Sept 13, 1883 Kirschberg & Peddie for retail liquors for 3 months from Sept 13, 1883 T B Timony for 1 Pool Table for 3 months from Sept 13, 1883 Consideration of Ordinances And now the Council proceeds to consider the Ordinance for a Street Railway Franchise submitted by the "Seattle Street Railway Co". Pending which said Ordinance is referred to the City Attorney & is made Special Business for Tuesday September 18,1883 And now the Council proceeds to consider the Ordinance for a Street Railway Franchise submitted by J B Metcalf et al. We the undersigned property owners owning property abutting upon Washington Street hereby make the following proposition to the City of Seattle by way of compromise. That we will pray to said city the amount of original tax or assessment and the costs thus far accruing by reason of writs now pending against us in the Superior Couts for said tax: the Cityof Seattle to throw off all interest and penalty which had accrued by reason of non payment of said tax: F M Guye Estate of Philena C Comstock for lots 1,2,4,&5 of Block 5, W R Brawleys Addition, the same being all properly assessable to her. 251 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 9 1887 Be it remembered that the Common Council of the Cit of Seattle met in its Council Chamber this 9th day of August 1887 pursuant to adjournment The following officers are present to wit: Acting Mayor J Furth & Councilmen Frink, Moran, Neisz Russell & Reitze & W R ForrestClerk. The council proceeds with the examination and equalization of the Assessment roll for 1887. Ordered that Lot 7 Block 35 C D Boren's Plat be assessed to Mrs Lavinia Clark, and that lots 6-7-8-910 Block 28 Bigelows Addn be assessed to James E Clark said property having been omitted from the roll by the assessor. Ordered that Lot 7 Block 2 Bayside Addn be assessed to Helen L Pearce and that the same property be stricken from the assessment of Thos J McWarren Ordered that Block 20 Comstock Addition consisting of 8 Lots be assessed to C K Jenner at valuation of $560. the same having been omitted from the roll by the assessor. Ordered that 3&1/2 of land situated in Sec 20 Township 25 N R 4 and valued at $325. be assessed to J R Andrews the same being omitted by the ass'r Ordered that the A P Hoteling Co be reduced on personal property from $15,194. to $10,663. Ordered that E P Ferry be reduced on Personal Property from $14,929. tp $795. Acct. mortgages wrongfully assessed.
