402 JOURNAL OF THE PROCEEDINGS OF THE Nov 22/83 Ordered that the Special Comtee on Columbia Street Engine House be & they are hereby authorized to construct an Incline from said Engine House to the Street. Ordered that the opinion of the Attorney as to the power of Treasurer to borrow money from City Fund to redeem Warrants on Special Funds be & the same is referred to Finance Comtee. A report is received from the Attorney showing assessment collected case of City-v-Ford. Adopted Ordered that the Special Committee on Columbia Street Engine House be & they are hereby authorized to furnish the meeting room of said Engine House. Ordered that the Attorney be & is hereby instructed to submit an Ordinance regulating the speed of teams on the Jackson Street Bridge. Ordered that the Surveyor be & he is hereby instructed to revise the grade elevations on Commercial, Front and Mill Streets so as to conform to the elevation of the Yesler-Leary Sidewalk. And no the Mayor announces that he will be absent from the City for a few days. Ordered that Councilman Charles McDonald be & he is hereby appointed to the position of Acting Mayor to serve during such absence. Ordered that the Council stand now adjoured. 716 JOURNAL OF THE PROCEEDINGS OF THE mitteeof the whole, whereupon the City Attorney is requested to draw up and submit to the Council Certain amendments to the City Charter. From the Street Committee recommending that Mill Street be planked form the East side of Front Streetto the East side of South Second Street twenty four (24) feet in width, and from the East side of South Second Street to the East side of North Second Street sixteen (16) feet in width. And that South Second Street be planked from Mill Street to the planking on said Street north of the Depot, the same to be planked on the west side of said street sixteen (16) feet in width; that the South side of Main Street be planked from the East side of Commercial Street to the west side of Second St sixteen (16) feet in width. That Jackson Street be planked sixteen (16) feet in width from the east side of Commercial Street to the west end of Jackson Street Bridge; that as soon as the proper connection with the sewer are made which have been ordered by the council on Washington Street; that Washington Street be planked from the East Side of Commercial Street to theWest side of Second Street sixteen (16) feet in width. Report adopted. From Same Committee recommending that a sidewalk be ocnstructed on the West Side of Front Street from from the Northwest Cracker Co's building north to the south side of Seneca Street adopted and said side walk ordered built and the Street Commissioner directed to notify the owners of property adjacent to said improvement that said sidewalk has been ordered built. From Same Committee recommending that the petition for an elevated sidewalk be not granted for the reason

99 COMMON COUNCIL OF THE CITY OF SEATTLE Oct 15 1886 Petition of F.E. Sander et als praying that the Council will cause to be removed the manure deposited in the Alley of Block 20 Maynards Addition by the City Livery Stable and prevent the depositing of any more refuse in said Alley. 389 COMMON COUNCIL OF THE CITY OF SEATTLE. Feb 17 1888 Petition of E. L. Ferry for permission to remove a small building used as a warehouse freeing the alley on Lot 3 Block 1 Maynards Plat across the alley on lot 6 of the same Block read & granted. Statement and appreciation of Julia A Fenton for damages for injured alleged to have been caused by a fall occasioned by depletive sidewalk. Referred to the City Atty. & Judiciary Committee. Communication from Street Commissioner Cummings calling the attention of the Council to the condition of Jackson Street bridge and the planking in the alley west of Front Street and making certain recommendations, read and referred to the Street Committee. Petition of Mrs R. B Thorndyke for remission of certain taxes read & referred to the Judiciary Committee with power to act. Petition of Thomas Burke for a sewer in Second Street between Marion and Madison Streets read & referred to the Committee on Sewer and Drainage. Petition of Seattle Coal and Transportation Co. for correction of assessment read and referred to Judiciary Committee with power to act. Petition of W. T. Holden & others for grading and building sidewalks on both sides of Fifth (5th) Street from Depot Street to Union Streets read and referred to Street Committee and afterwards returned by the said Committee with a report recommending that the petition be granted. Report adopted and the City Surveyor directed to submit plans and specifications for each improvement.
