To the Mayor and City Council of the City of Seattle Greeting: Whereas there is now being printed and circulated in this city an certain paper known and designated as the Sunday Breeze Mercury, and also a certain other paper known and designated as the Sunday Sun: and Whereas, these papers do smirch the character of our citizens and corrupt the moral of our youth; and Whereas certain of our sister cities, deeming such publications unfit to be read by their citizens, have prohibited their circulation within the corporate limits of such cities; Therefore, we, the undrsigned, most respectfully petition your Honorable Sir and Body to take such action as will effectulally stop the publication and distribution of said papers in our own fair city. 474 JOURNAL OF THE PROCEEDINGS OF THE May 7/84 Common council nor against the body itself but simly alleges the opinioin of this defendant as to the intent in the passage of such an ordinance and as to the effect and practical operation of the ordinance. This defendant respectfully denies the right of the Common Council or a Committee thereof to call him to an account for an expression of his oppinion wither in the Common Council or out of it as to the effect or intent of any Ordinance proposed or passed by the Honorable body of which he is a member Lastly this defendant alleges that he is responsible to this body for language used on the deliberations of the Council Room justly offensive to the Mayor or any member of the common Council, but he respectfully denies the right of the Council as a body, or through its Committee to exerise any censorship over his expression of opinion as a Citizen made at a public meeting and outside of the Council Room.
