470 JOURNAL OF THE PROCEEDINGS OF THE May 7/84 Be it remembered that on this the 7th day of May 1884 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following Officers are present, towit: [strikethrough] His Honor the Mayor H. G. Struve and [/strikethrough] Councilmen Thos Clancy, B. F. Day, Geo W. Harris, John Keenen, Charles McDonald, B. L. Northrup, Otto Ranke, U. M. Rasin & F. W. Wusthoff By reason of the absence from the City of His Honor the Mayor H. G. Struve Councilman U M. Rasin is appointed Acting Mayor to serve during such absence Thereupon the following proceedings are had: Report Rec'd From Clerk reporting the election of Gardner Kellogg as Chief of the Fire Department. Adopted & said Gardner Kellogg is hereby duly declared elected to the Office of Chief of the Fire Department from June 1, 1884 & for the term provided by law From Clerk reporting that no objections had been filed to the proposed grading at Bell Street from Front St to 5th St. Adopted From Surveyor recommending the grading of the petition of O. C. Shorey for the raising of [strikethrough] the gra [/strikethrough] the sidewalk fronting his property on 3rd Street. Adopted. Committee Reports Rec'd From Judiciary Comtee] approving Attys report. Adopted From Judiciary Comtee reporting the selection of J. C. Harris Esq. as associate Counsel with City Atty in case of Walter Collins-v-City. Adopted From Finance Comtee rejecting the application of Wm Harkins for an allowance on a/c of 4th Street Grade. Rejected A Motion made to allow the claim of Wm Harkins on a/c of 4th Street Grade is lost. From Finance Comtee rejecting the petition of Robt Abrams et al for correction of certain errors on a/c Battery Street Grade. Adopted From Finance Comtee rejecting claim of Jonah E. Leaman in the sum of $250.00 for loss of horse, Adopted From Special Comtee recommending the acceptance of the [p?] of [?] [?] Fire Engine Co to furnish Engine [?] [C?] [?] communicate [di?] [in?] [?]

600 JOURNAL OF THE PROCEEDINGS OF THE Feb 20/85 833 for $1.75 which said warrant is lost. Granded & said Road Warrant No 833 is hereby cancelled. T Sherman for Rd Poll Tax From Thompson Sherman for rebating Road Poll tax paid. Referrd to Finance Committee. 5th St Grade Warrants From Wm Harkins for the Council to request the Mayor to Sign certain Fifth Street Grade Warrants. Referred to City Atty Hennessy on refunding taxes From James Hennessy for refunding taxes paid double assessment Granted Brugger for refunding moneys From Abraham Brugger for refunding balance of license money License ordered revoked becasue siad Brugger has been convincted of selling spritoud liquors. Ordered that the balance of money on said license be not refunded Public Benefit Plat A plat is presented by John Collins entitled "The Public Benefit Addition to the City of Seattle" Referred to the Committee on Public buildings, Property and Grounds Seattle Cemetary Ass plat A plat is presented by the Seattle Cemetary Association of the Masonic Cemetary. Referred to the Committee on Public Buildings, Property & Grounds Reports Reports Rec'd Old Hand Engine From Chief of Fire department on protecting Old Hand Engine Orderd that the Chief of Fire Department be & is hereby instructed to make a temporary shed over the same Front Bulkhead From the Atty on the matter of repairing the Bulkhead on West Side of Front Street. Report orderd filed and the subject matter referred to the Street Comtee. Powers & Meyers litigation From the Atty asking for funds to pay indebtedness in City-vPowers, granted & Warrant ordered drawn. Engine to Bell Town From Comtee on Public Buildings, Propoerty & Grounds on the several petitions against removing Engine No 2 to North Seattle. Report adopted. Hose & Hose Cart ordered From Finance Comtee submitting bids for hose & Hose carts. Referred to Fire Comtee & Chief of Fire Deaprtment. Ordered that said Comtee be & is hereby instructed to order hose & Hose cart as soon as any bid is accepted. Sewerage From Sewer Comtee making certain recommendation regarding sewage. Report Adopted

698 JOURNAL OF THE PROCEEDINGS OF THE Oct 16 1885 From Same Committee receiving petitionof S Sloane et al praying that North 7th St be opened and extended from Blanchard to Battery and recommending that the same be granted when convenient. Petition returned to Committee for a more definite report. From Committee on Sewers returning the petition of F Wilhelm et al for a box drain East side of 5th St between James and Cherry Streets with recommend that the same be report adopted From Same Committee returning petition of Fred Gasch et al for a sewer from Washington St sewer through South 5th Street to Mill St with necessary branches recommending that the same be granted. Report adopted From Same Commitee recommending the construction of a sewer in Union Street. On motion a sewer is ordered constructed in Union Street and the Clerk authorized to advertise for bids for the construction of the same in accordance with the plans and specifications to be filed.

Seattle Wash Jan 9th 1891 To the Board of Public Works of the City of Seattle We the undersigned property owners on 5th St respectfully petition your Honorable Body to have a sewer constructed on 5th St for a distance of two blocks from Bell St to Wall St to connect with sewer on Wall St or in accordance with the sewerage system of the City G M Godfrey Annie L Reynolds Alice R Allmond H M Peters
