at the next meeting of the Council as to the advisability of suspending operations on the Alfred street drain and proceed with the continuation of the Division street drain, along Union street to Arch street, thence along Arch street to connect with the College drain at a point near Deacon street. And that it be an instruction to the City Engineer to submit at the next meeting of the Council an estimate of the probable cost of said extension.

Ald. Gildersleeve brought up the petition of William Power respecting taxation. Referred to the Court of Revision

Ald. Clements from the Committee on Finance and accounts brought up a Report (Number 383 Book E, which was received and adopted.

The Chairman from the Committee on Streets &c brought up a Report (Number 384 Book E.) enclosing proposal of Walter C Jenkins dedicating a portion of property on continuation of Quebec street on certain conditions - which were read

On motion of Ald. Thompson seconded by Ald. Hiscock

Ordered, That the report of the Committee on Streets be received and adopted.

The Chairman from the Committee on City Property brought up a Report (Number 385 Book E.) which was read and adopted.

Ald. Gildersleeve introduced a By Law to appoint a Local Board of Health for the year 1886 which was read a first time

The 30th Rule of Council was suspended as regards the reading of this By Law and the Council went into Committee of the whole on the second reading

The Committee rose, and the Chairman reported the second reading of the By Law clause by clause. The Report was received

Ald. McIntyre moves seconded by Ald. O'Brien

That the name of Prof. Carr Harris be substituted for the name of W.R. McRae on the Board of Health which being put was [underline] lost [/underline]. Yeas 7. Nays 12.

The By Law was read a third time and passed

Ald Gildersleeve introduced a By Law respecting Local Improvements and Special Assessments therefor which was read a first time.

On motion of Ald. Thompson seconded by Ald. O'Brien

Ordered, That the following be a special Committee on the Water Works for 1886 The Mayor Aldermen Harty, McIntyre, Carson McKay and Bermingham have an investigation made and report to the Council upon the Condition of all the Hydrants in the City and report at the next meeting of the Council upon the late Queen street fire

On Motion the Council adjourned

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present His Worship the Mayor Aldermen Bermingham, Clements, Drennan, Eilbeck, Gildersleeve, Harty, Hiscock, Hobart, Irwin, Little, McIntyre, McKay, Redden, Robinson, Shannon, Thompson, J Wilson, W Wilson

The Clerk read the minutes of the last meeting A Communication from W. L Gordon Secretary Local Board of Health was read respecting the property trapping of Drains. - Referred to the Committee on Streets.

A Communication from A.P. Knight acting Secretary Collegiate Institute was read applying for $365.00 to pay Salaries. Referred to the Committee on Finance &c

A Circular from W.S. Williams Secretary Napanee, Tamworth and Quebec Railway Company was read asking for information Re: Railway Bonus. Referred to the Mayor and City Clerk

A Circular from Lt Colonel Otter was read soliciting donation of $10.00 to the annual Prize Meeting of 1886. Referred to Committee on Finance &c

A Communication from A. P. Knight Acting Secretary Collegiate Institute Re Confirmation fo appointment of Trustees Messrs. E. H. Smythe and R.W Robertson.

Alderman Drennan brought up the petition of the Young Womens Christian Association of Kingston asking for a remission of Taxes - Referred to the Court of Revision

Alderman Little brought up the petition of Thomas Kirkpatrick offering to rent the South Easterly Corner of the Market shambles for $3 per month - Referred to the Committe on Markets

Alderman Hiscock brought up the petition of R McDonald and 9 others asking for a drain &c on Pembroke Street - Referred to the Committee on Streets.

Ald: Hiscock brought up the petition of W.A Webster and 19 others asking for the Construction of a drain on Herchimer street and St Lawrence Avenue and to construct grade and metal the street - Referred to the Committee on Streets &c

Ald: Bermingham from the Committee on Finance and accounts brought up a Report (Number 386 Book E) which was read and adopted

The Chairman from the Committee on Streets & Improvements brought up a Report (Number 387 Book E) which was read and adopted

A Report from Henry Walden Chief Engineer of the Fire Department Kingston was read suggesting certain improvements to the Department, the purchase of Hose and submitting for the approval of the Council a list of the Officers and men Comprising the present

Kingston the Capital of Canada.

Kingston selected by Lord Lydenham as the seal of government of Canada under the reunion act is situated on the St. Lawrence, about a thousand miles from the eastern boundary of the Province four hundred from Quebec and two hundred from Montreal, and about six hundred miles from the Westernmost settlements of the late Province of Upper Canada it is in Lat: 44.° 8' North. & Long 76.° 40' West from Greenwich

The Town is nine miles from the United States side of the St. Lawrence, but the American territory is not visible from Kingston the shore being low and concealed by Wolf or Long Island. (Grand Isle)

The town occupies a point of little elevation formed by the bay of the Cataraqui Stream to the north east, and an indenture of the shore to the South West

Point Frederick is a low point on the other side of the Cataraqui bay, on which stands Her Majesty's Dock Yard upon a long low and narrow peninsula extending about a mile into the Lake in a south east direction - This peninsula forms the west side of a narrow and deep inlet called Navy Bay from its being our chief naval depôt on Lake Ontario

The eastern shore of the inlet called Navy Bay runs out to a point called Point Henry the extremity of another peninsula rising about a hundred feet above the level of the water crowned by a Fort and Military works consisting of

Monday 7.30 O'Clock PM Kingston August 26th 1878

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor Aldermen Allen, Asselstine, Carson, Clements, Drennan, Gaskin, Gildersleeve, Metcalfe, Mooers, McCammon, McRossie, Thompson, Walkem

The Clerk read the minutes of the two last meetings.

A Communication of Robert Poque was read respecting taxes.

On motion of Ald McCammon seconded by Ald Mooers Ordered, That the Communication of Robert Poque be referred to the Court of Revision.

A Circular from JP McMillan, Council Chamber Guelph was read In Re Address to Lord Dufferin

On motion of Ald Carson seconded by Ald Clements. Ordered, That His Worship the Mayor and City Clerk with such members of this Council as wish to accompany them, be the deputation to go to Quebec to act with the other municipalities in presenting the farewell address to the Governor General.

A Communication from Messrs Smyth and Dickson on behalf of Wilber the state of drain on Pricess street.

On motion of Ald Drennan seconded by Ald Allen Ordered, That the Communication of Smythe and Dickson be referred to the Committee on Streets &c to report.

Ald Drennan brought up the petition of Edwin R Welch praying for the construction of drain on Division street to connect with the Princess street drain - which was left over for the present.

Ald CLements brought up the petition of the Widower Turcotte respecting taxation.

On motion of Ald Clements seconded by Ald Allen Ordered, That the petition of Bridget Turcotte be referred to the Court of Revision.

Ald Gaskin brought up the petition of Charles Feld and 32 others praying the Council will grant two hundred and fifty dollars towards the expense of extending the water pipes to Gordon street and placing a hydrant at the corner of Gordon and Union streets as a protection against fire.

On motion of Ald Gaskin seconded by Ald Mooers. Ordered, That the petition of Charles Feld and others in reference to extending Water Works and placing hydrant be referred to the Committee on Fire, Water and Gas to report.
