85 COMMON COUNCIL OF THE CITY OF SEATTLE Sep 17 1886 Be it remembered that on this 17th day of September 1886 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The Following officers are present viz: MayorW H Shoudy and Councilmen J M Frink, J Furth, Jas Green, T D Hinckley, T W Lake & C F Reitze Thereupon the following proceedings are had: Petitions Communications Etc Read Petition of the Pacific Postal Telegraph Cable Co for permission to erect a telegaph poles and stretch wires thereon within the city limits. Granted on the condition that the poles be erected under the supervision of the Street Commissioner Petitionof Eben Smith et al for street Lights along Madison Street as far East as James St referred to Street Light Committee Petition of Roger S Green et al for Street Lights along James Street from 5th Street to 10th Street Granted. Petition of A C Anderson for permission for the opening of 13th Street from Madison Street to Union Street Referred to Street Commission with Authority to open said street, if upon examination they deem it proper. Reports Read From Health Officer Dr E L Smith recommending that the cesspool under the buildings at the North East Corner of Commercial and Washington Streets Sep 17 1886

265 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 12 1887 Ordered that Lots inLake Union addn assessed to W V Rinehart be stricken from the roll as they are outside the city limits. Ordered that Lots 6 & 7Block 43 Terry's 1st Addn with Imp be assessed to W E Boone and strike lot 6 for asst of Mary Baker and lot 7 with Imp for asst of J D Lowman and that the said improvements be reduced in value form $2500 to $1600 Ordered that South 3/4 of Lot 8 Block 76 Denny's Ex to Terry's be assessed to A C Anderson and the same stricken forWm DeKozlowskis assessment. Application of Melody Choir for reduction in valuation acct mortgage rejected. Ordered that Block 57 Maynard's be assessed to Ellen M Marshall and strike the same from assessment of Catherine P Blaine & David E Blaine assessment. Ordered that Catherine P Blaine be reduced on personal property $1000 acct non-resident. Ordered that the name ofMary Costello be substituted for that of Michael J Costello on the roll. Ordered that the council do now adjourn until tomorrow evening at 7:30 o'clock. Approved J Furth acting mayor Attest W R Forrest clerk.

337 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 18 1887 of A C Anderson for permission to borrow earth from the alley in Block 48 Terry's First Addn to provided the same is done under the supervision of the Street Commissioner. Adopted. From same Committee reporting that they have opened the alley on Block 38 of Boren's Plat in accordance with the prayer of the petition of A H King & others. Adoted. From City Attorney stating that satisfactory arrangements have meen made with the contractors on West Street by which they pay of[f] the laborers on said street is secured. From City Attorney reporting that Justice Jones has decided the case of Kendrick vs the City of Seattle against the City & recommending that the case be appealed tothe Dictrict Court. Ordered that the City Attorney take the steps necessary in order to appeal said cause. From Fire & Water Committee granting petition of M Schmidt for permission to make certain repairs to a building on North side of Washington Street between Commercial & South Second Street providing such repairs are made under the provisions of ordinance No 833. Adopted. From Same Committee granting petition of Geo E Clancy & Others for a fire plug conrer of Fourth & Washington Streets. Adopted. From Same Comittee granting petition of Charles Clancy for permission to erect wooden building on Washington Street adjoining Clancy's Brick Building
