136 Columbia Wash July 6th 1/96 the town Council of theTown of Columbia met persuant to adjournment: Present V R Peirson mayor [D C Brown]], F J Brown, Groat and Hepler Councilmen J A KElso Clerk and W S McCurley Atty Mayor Peirson presiding Minutes of the last meeting read and approved. Ordinance No 65 Called up and 2d reading said Ordinance being a repeal of the Dog Tax Ordinance now in force: On motionof C N Groat and 2nd by F J Brown that same be passed; motion being put vote was 2 for and 2 against. The vote being a tie vote, the Mayor cast the deciding vote in favor of its passage: Therefore said ordinance was passed and approved: Attorney reports attending to Grade assessments Officers given another month to hand in quarterly reports: Mayor given leave of absence for 2 weeks F J Brown elected acting mayor in his absence. MArshal reports notices served on parties maintianing nuisences: On motion meeting adjourned the meet first Monday of Aug 1/96 Approved Aug 3rd 1896 mayor J A Kelso clerk

140 Columbia Wash Nov 25th 1/96 Special meeeting of the Town Council of the Town of Columbia called for the purpose of actingon matters pertaining to Street Grade Assessment. Mayor Peirson presiding: Present F J Browne, D C Brown & Groat and Hepler Councilmen The Clerk Being Absent F J Browne was elected Clerk pro tem: The City Attorney W S McCurley addressed the the Council regarding the Matter of bringing suit to collect Grade Taxes against the following properties in the Town of Columbia Lots 110, 111 & 113 in Blk 4 ,Lots 126,127,128 &129 in Blk 5, Lots 143, 147, 148 & 154 in Blk 6, Angeline St, and Lots 169, 170, 176, 179 & 180 in BLock 5, Lot 157 in Blk 6 and Lots 195 & 196 in Blk 10 Columbia St: On motion the Attorney was instructed to begin suit: On motion $28.00 were transferred from General fund to the Emergancy Fund: On motion a warrant for $28.00 was ordered to be drawn on the Emergency fund in favor of the City Attorney to meet the expense of litigation: On motion the Marshal C P Hutchinson, was instructed to serve the necessary papers in the cases at a compensation fo$2.00 per day on necessary expenses: On motion Council adjourned Approved Dec 7th 1896 mayor J A Kelso by F J Browne clerk pro tem

146 On the recommendation of the Marshal and on motion the folowing rebates were allowed on water rents: W S McCurley for the monthof Sept W S McGarvin for the months of Nov & Dec Mrs Chase for the month of August and C Cameron for the month of Dec. On motion General Fund warrants were ordered in favor of the Salaried Officers as follows: J A Kelso Clerk's Salary for Oct, Nov, & Dec. 1896 $25 W S McCurley Attys Salary for Oct, Nov, & Dec. 1896 $30 C P Hutchinson Marshal Salary for Oct, Nov, & Dec. 1896 $18 the Following Bill of Election Officers was read: C H Hepler, Inspector H E Brooks and Jose Hellenthal, Judges in the sum of $4.70 each being for 12 hours seervice & Ordinance No 66 fixing the compensation of election officers at 25 cts per hour being passed at the regular Meeting to said ordinance and that General Fund warrants be ordered as follows: C R Hepler 12 hours @ 25 cts 3.00 H E Brooks 12 hours @ 25 cts 3.00 Jose Hellenthal 12 hours @ 25 cts 3.00 On motion Council Acting as a canvassing Board proceeded to canvass the returns of Election held on Dec 8th 1/96 As returned and certified by election Officers: The Clerk being duly sworn StateS that he received that Poll Book of said election from C R Hepler Inspector. and that the said Poll Book has been in his posession ever since and that the same has not been changed in any way: The Board after carefully examining that said Poll Books and Tally Sheets find that C F Reeves received 17 votes for Mayor and F M Woodruff received 16 votes for Mayor Chas Cameron received 18 votes for Councilman Thad Osgood received 19 votes for Councilman R H Heston received 15 votes for Councilman F S Barrell received 16 votes for Councilman Terms of Councilman to 2 years Carried forward

149 Columbia Wash Feb 1st 1/97 Regular meeting of the Town Council of the Town of Columbia Wash. Mayor C F Reeves presiding: Roll called and the following Councilmen answered present A A Hepler, Thad Osgood and C Cameron. Absent D C Brown and F J Browne Minutes of the last meeting read and approved: The resignation of F J Browne as councilman was read and on motion was accepted. On motion C S Chase was elected to fill the vacancy: who being duly sworn took his seat as one of the council: On motion the council proceeded to elect Officers for the ensuing year: W S McCurley was nominated for City Attorney and on motion & 2 was elected by acclamation: J A Kelso was nominated for Town Clerk and on motion & 2 was elected by acclamation: C N Groat was nominated for Town Marshal and on motion was elected by acclamation: moved & 2d that council proceed to elect a health board: carried: T J Womack, E Valand, A A Hepler, C S Chase and C Cameron werenominated as members of the Health Board for the ensuing year. An on motion were elected by acclamation: The Mayor announced his appointment of the following members to the several Committees:
