12 Columbia January 10th 1893 The Town Council met at the Town Hall Mayor C P Hutchinson presiding, the following councilmen were present J Sullivan, E Voland, J Hellenthall, Fred Bond, and Wm Willacy Motion made and carried to appoint B R Shaw for town clerk pro tem. Motion made and carried to appoint H H A Hastings for town attorney & for the ensuing term. Motion made and carried to appoint B R Shaw for town clerk for ensuing term. Motion made and carried to appoint D C Brown for town marshal for the ensuing term. The following councilmembers chosen by lot for the short term. E Voland, Wm Willacy and J Sullivan. For the long term, Fred Bond and J Hellenthall On motion C R Hepler was appointed Police Justice for the ensuing term On motion the Bonds of the officers were fixed as follows. Treasurer $1000, Clerk $500, Marshall $500 On motion E Voland and H H A Hastings were appointed a committee to procure a Seal for the town. Motion made and carried for the meeting of the council to be held on the First Monday evening of each month as 8 o'clock. On motion the Clerk and Attorney were appointed to procure such blank books and stationary as they may deem proper for the use of the town. Motion made and carried to empower the Mayor to appoint the several committees necessary E Voland and J Hellenthall were appointed to find out the owner of the stock of the Town Hall J Sullivan and Fred Bond were appointed as a committee on Streets and allies. E Voland and WmWillacy were appointed as a committee on Water Works. Motion made and carried to adjourn to meet Monday evening January 16, at the K of P Hall. 37 Columbia June 5th, 1893 The Town Council met pursuant to adjournment Mayor C P Hutchinson presiding. Roll call and the following Councilmen present: Voland, Willacy, Bond, Sullivan & Schade The minutes of the last meeting read and on motion approved. Oath of Office of O A Schade as councilman, and placed on file, The following Bills read and on motion warrants orderd drawn for payment of same. Bill from Z C Miller for water pipe and fittings $65.34 Bill from R Palmer for Drayage $4.50 Bill from Columbia House Co for Lumber $8.67 Bill from Rainier Ave E R R for fixing Lt $1.75 Bill from B R Shaw for 3&1/2 days of work on assessment roll $10.50 Bill from Press Times Pub Co for $1.00 Bill from H H A Hastings for salary as attorney $170.00 The following bill for work on the Water Works was read and on motion ordered paid our of the Water Fund. On motion the Bill from the Post I was laid on the table for investigation. A Houghton 15&7/8 days @ $2.00 $31.75 Oscar DeVaulr 2 days @ $2.00 $4.00 A H Hepler 6&1/2 days @ $2.00 $13.00 Joseph Hellenthal 9 days @ $5.00 $45.00 Joseph Hellenthal Sundries for Water Works $.40 Motion made and carried to pay the Supt of Water Works $2.50 per day for actual work performed. Motion made and carried to advertise 1700 ft of 3 in water pipe also prices for 1/2 inch and 1 in stop colks and price per lb for fittings also for the loan of such tools necessary for laying said pipe. On motion the Clerk was authorized to notify the people using Water from the Water system that their water rent for the month of May is now due and payable to the Town Treasurer who is

75 Motion made and lost that the City Attorney be paid $2.50 per ordinance Motion made and carried that the Attorney's salary be made $120. per year. Motion made and carried that all common laborers be paid 20 cents per hour. The following nominations were made For Clerk E S Hepler and B R Shaw For Marshall D C Brown and Richard Gowan Motion made and carried that all officers be elected by Ballot for Police Justice C R Hepler was nominated and elected by acclaimation The ballot taken resulted as follows:- For Clerk B R Shaw received 3 votes and E S Hepler received 2 votes. For Marshall D C Brown received 3 votes and A H Hepler received none. For Attorney H H A Hastings received 3 votes and R S Gorman received 2 votes. The votes being counted the following candidates declared elected:-- Clerk--B R Shaw. Marshall D C Brown Attorney H H A Hastings The mayor proceeded to appointed the following commmittees on Water Works councilmen Grat, Willacy and Calder On Streets and Alleys, councilmen McKay, Chase and Groat On Finance- Groat-Chase- Willacy OnPublic Buildings and Docks --Willacy, McKay and Calder Motion made and carried that the officers above be made the same as last term. On motion the water works committee instructed to purchase water pipes to lay on Angeline Street Motion made and carried that the water works committee be empowered to appoint the superintendent of water works and wages to be 25 cents per hour Motion made and carried to adjourn to next Monday Feb 5th at 8 o'clock or at a call of the Mayor. 77 Motion made and carried to allow E L Hepler the contract to finish putting in the water pipes on Angeline Street at the rate fo 25 cents per hour for actual time worked. A communication from Mr McKay read protecting against accepting the bondsman of O A Schade as Treasurer, and the motion made to have him furnish new bondsmen was lost. Motion made and carried for the Mayor to appoint a committee to investigate the ownership of the land known as the Park, and councilmen - Groat, McKay, & Calder, appointed on the same and and authorized to [?] Motion made and carried to authorize the City Attorney to investigate the amount due the Town from the County Road fund and to try to collect the same. The oath of office and bond of H H A Hastings as City Attorney and on motion approved and placed on file. The oath of office and bond of B R Shaw as Town Clerk read and on motion approved and ordered placed on file.
