109 Columbia May 13th 1895 Town Council met pursuant to adjournment Mayor Pierson presiding Roll Call and the following councilmen present Groat Calder & Almquist Theminutes of the two last meetings read and on motion approved. Bill from Hepler Lumber Co for lumber $5.29 read and on motion a warrant ordered drawn for payment of same Marshal Huff reported ont he progress on the sewer being built and on motin the same accepted and he was instructed tofinishthe same as soon as possible by employing help to be paid in warrants The report of Treasurer Schade for the first quarter of the year, read and on motion asccepted and ordered placed on file. The committee appointed to audit the books of the Clerk and Treasurer read and on motion accepted and ordered placed on file. The Committee appointed to investigate the matter on bonds of the officers of the Town made then refused and on motion the same accepted and the comittee discharged The bonds of Tresurer Schade read and on motion accepted and placed on file. On motion the office of councilman McKay declared vacant Motion made and carried to postpone the election of a new councilman until the next regular meeting. Motion made and carried to postpone the appointment of a Police Justice untl the next meeting. Motion made and carried to accept the payment of Poll Tax by W D Calder for 1894 and payments of Poll Tax for this yer. Motion made and carried to refuse to accept General Fund warrants in payment of water rent On Motion the Attorney instructed to draw an ordinance reducing the water rate to 50 cents per month for each family. also to draw and ordinance transferring $25.00 fron the gen fund to the emergency fund. 123 Columbia Wash. Jan 6th 1/96 The Town Council of the Town of Columbia met persuant to adjournment. Mayor Peirson presiding: Roll Called: Councilmen present; C N Groat, W D Calder and L Almquist; Absent J D Chase; Minutes of last meeting read and approved. No Committee Reports: Town Treasurer presented his annual report which was read and referred to the incoming finance Committee: Town Clerk presented his annual report which was read and referred to the incoming Finance Committee: Matter of rate of interest to be allowed an Warrant No 32 referred to City Attorney; Marshal asking further time to make his report was granted to the next meeting on Tuesday Evening Jan 14th Bill of J L Taylor for $25.75 for Lumber to cover Bridge Road. Referred to Finance Committee which was OKed and on Motion warrant was ordered to pay the same. Bills of Officers of election int he sum of $4.12 dollars each was rejected and on Motion Warrants ordered in the sum of $2.50 dollars each infavor of A H Hepler H E Brooks as judges and Thad Osgood as inspector. On Motion warrants were ordered to Officers' Salaries as follows: L E Thompson City Attorney 3 Months J A Kelso Clerk 3 Months J C Huff Marshall 3 Months Votes at the Election held on Dec 3d were canvassed and found to be as followsL Councilmen for 2 years W D Calder 11 Votes D C Brown 16 Votes F J Brown 17 Votes A A Hepler 15 Votes C F Reeves 12 Votes W D Brown 1 Vote Res Hepler 2 Votes

126 On motion: Council proceeded to elected officers for the persuant term of one year. J A Kelso was nominated for the Office of Clerk their being no further nominations he was on motion Elected Clerk by acclimation. J C Huff Ogle and W D Calder were nominated of the Office of Marshal Council proceeded to ballot which resulted in the election of W D Calder who being present declined the office and on motion further action was laid over until next meeting: C P Hutchinson was nominated for the Office of Police Justice. Their being no further nominations he was, on motion, elected Police Justice by acclimation: L E Thompson was nominated for the Office of City Attorney: their being no further nomination he was on motion elected City Attorney by Acclimation: The Mayor made the following appointments for the several committees: Committee on Street and Alleys C N Groat and L Almquist Committee on Water C N Groat and D C Brown Committee on Building and Wharves: L Almquist and A A Hepler On motion Marshal was authorized to buy 5 gal Coal Oil. to be paid out of Emergency Fund; On motion meeting adjourned to meet on first Monday in Feb 1896 at 8 PM Approved Feb 3rd 1896 mayor J A Kelso town clerk
