22 Columbia March 13th 1893 Town Council met at the Town Hall, Mayor C P Hutchinson presiding, with the following councilmen present Hellenthal, Voland, Willacy & Sullivan The minutes of the special meeting held on March 2nd, at the K of P Hall, were read and on motion approved. The minutes of the last meeting was read and on motion approved. A petition was presented and read to grade and sidewalk Columbia St from Noble St to Letitia St. On motion same was laid on the table for two weeks. On motion the Street Committee was empowered to have the grade established on Noble, Winston, Caldwell, Letitia, Rainier Ave, Americus, Augustine, Columbus, Ferdinand, Hudson Streets. and the proposed route to Lake Washington. On motion the door sill of the front door of the K of P Hall was selected as the starting point to establish the grade of the town and the Attorney instructed to draw an ordinance to the effect. A petition signed by 30 citizens for the reduction of or modification of Ordinance No16 (providing for a Dog tax) was presented and read and on motion same was laid on table until next meeting. Ordinance No 19 (relating to the Board of Health and otherwise to the keeping of the townin proper condition) read and on motion passed by the Council and approved by the mayor. 71 Columbia June 8th 1894 The town council met at the Town Hall pursuant to adjournment Mayor C P Hutchinson presiding Roll Call and the following councilmen present- McKay, Willacy, and Groat The minutes of the last meeting read and on motion approved. The committee appointed to see Mr. Camp about replacing the planks on Rainier Ave report and on motion the report accepted and the committee is charged. Motion made and caried that Clerk notify Mr. Camp in writing that unless the planks referred to above are not replaces within four days the will be replaced by the town and the cost charged to the Rainier Ave Electric Ry. The reports of the following officers read and on motion accepted and places on file Engineer report for months of Nov & Dec on work done on Angeline St by Contractors:- Bill from John Mullins for lumber $8.34 Bill from Joseph Hellenthal for work $1.54 less 60 ft 1 in pipe 90cents 66 cents net. Bill from Z C Miles Co for pipe and fitting $79.08 Bill from S C Woodman for Engineering work on Angeline St $22.75 Bill from J C Heuff for work done on Angeline St grade $6.00 Also warrants ordered drawn to pay the following Bills read and accepted Nov 6th Joseph Hellenthal $12.19 A Hughston .38 A Larson 4.43 S Pierson 3.25 Frank Walls 7.25 E F Wood .75 R Palmer .50 H Bemiss 2.75 J C Huff 2.50 Hughes, Hastings & Stedman 45.00

93 Columbia Sept 11th 1894 Town Council met pursuant to adjournment Mayor Hutchinson presiding Roll call and the following Councilmen present - Groat, Chase, McKay & Voland The minutes of the last meeting read and on motion approved. The question of putting in sewer on Rainier discussed and on motion it was decided to have the Engineer draw plans and give an estimate of the cost of the sewer and to report here Monday Sept 18th 1894. Motion made and carried to adjourn to the above date at 8 o'clock pm Approved Sept 17th 1894 B R Shaw Town Clerk C P Hutchinson Mayor

Columbia Sept 17th 1894 Town Council met pursuant to adjournment Mayor Hutchinson presiding Roll call and the following councilmen present McKay, Calder, Chase & Groat The minutes of the last meeting were read and on motion approved. The engineers report on the proposed sewer on Rainier Ave read and on motion accepted and placed in file. The motion to advertise for bids for the proposed sewer has lost. Motion made and carried to lay the sewer question on the table until next meeting. 94 Columbia Oct 1st 1894 Town Council met pursuant to adjournment Mayor Hutchinson presiding Roll call : following Councilmen present Groat, Voland & Chase, The minutes of the last meeting read and on motion approved. The clerk quarterly report read and on motion accepted and ordered placed of file. The following Bills read: Bills from Hepler Lumber Co for lumber $.76 Bill from E L Hepler for work on proposed sewer on Rainier Ave $.63 Bill from C L Woodman for engineer work $5.00 and on motion warrants ordered drawn for payment of same. Motion made and carried that warrants be drawn to pay the Clerk, Marshal, & Attorney their Quarterly Salary. Motionmade and carried to allow Mr. Hellenthal to build a drain on Rainier Ave from the North side of Columbus St to the South side of Ferdinand St Motionmade and carried to "lay the questionn of building the sewer on Rainier Ave " on the table until next Monday evening Oct 8th. Motion made and carried toadjourne to meet Monday Oct 8th at 8 o'clock pm Approve Nov 5th 1894 B R Shaw Town Clerk C P Hutchinson mayor

128 On motion City Attorney and Mayor were authorized to proceed to collect Grade tax as per assessments from Property abutting on Angeline and Columbus Streets On motion Street Committee was instructed and empowered to drain water from Ferdinand Street at Rainier Ave: Mayor appointed F J Brown and A A Hepler as members of the Finance Committee. The mayor to be ex officio member: On motion meeting adjourned to meet on the first Monday in March at 8 PM Approved Mch 2nd 1896 Mayor J A Kelso clerk
