10 by virtue of "an act providing for the organization". Classification incorporation and government of municipal corporation and declaim and emergency which said act was duly passed by legislature of the State of Washington, and was approved by the Governor. If said State on the 27 day of March A D 1890 and also by virtue of order of the Board of Commissioners of said county passed Dec 10, 1892 directing said election to be held on said day, and it further appearing to the Board from the returns of said election duly filed with said Board that said election was duly and regularly held on said day and that all proceedings have been regular and in conformity with said statutes And thet being no owner of over 20 acres of unplatted land with in said boundaries and the board having canvas it said election returns do find said election to be as follows. Viz: For Incorporation- 47 Against Incorporation- 12 For Mayor C P Hutchinson- 51 For Mayor E L Hepler- 1 For Treasurer E L Hepler- 49 For Treasurer V R Pierson- 3 For Councilman J Sullivan- 50 For Councilman Wm Willacy- 42 For Councilman E Voland- 48 For Councilman J Hellenthal- 36 For Councilman Fred Bond- 37 For Councilman V R Pierson- 19 For Councilman O A Schade- 15 For Councilman C N Groat- 10 For Councilman W D McKnight- 1 Whereby it appears to the said Board that said returns show the vote to be in favor of Incorporation, wherefore it is ordered that said returns to be placed on file and the said "Town of Columbia" be declared duly and regularly incorporated as a municipal Incorporation of the fourth class, under the name of "The Town of Columbia" and that the following officers are declared elected to hold their respective offices until the next regular election held in said town.

36 Columbia May 29th, 1893 The Town Council met pursuant to adjournment Mayor C P Hutchinson presiding. Roll call and the following Councilmen present: Voland, Sullivan, Willacy & Bond. The minutes of the last meeting read and on motion approved. Water Committee report the new reservoir connected with the pipe, but the service is not satisfactory to the higher portion of the Town. On motion O A Schade was appointed as councilman to fill the place made by the resignation opf Councilman Hellenthal On motion the question of extending the Water system laid on the table until next meeting. Motion made and carried to adjourne to meet Monday June 5th at 8 o'colck pm B R Shaw clerk Approved June 5th 1893 C P Hutchinson mayor

37 Columbia June 5th, 1893 The Town Council met pursuant to adjournment Mayor C P Hutchinson presiding. Roll call and the following Councilmen present: Voland, Willacy, Bond, Sullivan & Schade The minutes of the last meeting read and on motion approved. Oath of Office of O A Schade as councilman, and placed on file, The following Bills read and on motion warrants orderd drawn for payment of same. Bill from Z C Miller for water pipe and fittings $65.34 Bill from R Palmer for Drayage $4.50 Bill from Columbia House Co for Lumber $8.67 Bill from Rainier Ave E R R for fixing Lt $1.75 Bill from B R Shaw for 3&1/2 days of work on assessment roll $10.50 Bill from Press Times Pub Co for $1.00 Bill from H H A Hastings for salary as attorney $170.00 The following bill for work on the Water Works was read and on motion ordered paid our of the Water Fund. On motion the Bill from the Post I was laid on the table for investigation. A Houghton 15&7/8 days @ $2.00 $31.75 Oscar DeVaulr 2 days @ $2.00 $4.00 A H Hepler 6&1/2 days @ $2.00 $13.00 Joseph Hellenthal 9 days @ $5.00 $45.00 Joseph Hellenthal Sundries for Water Works $.40 Motion made and carried to pay the Supt of Water Works $2.50 per day for actual work performed. Motion made and carried to advertise 1700 ft of 3 in water pipe also prices for 1/2 inch and 1 in stop colks and price per lb for fittings also for the loan of such tools necessary for laying said pipe. On motion the Clerk was authorized to notify the people using Water from the Water system that their water rent for the month of May is now due and payable to the Town Treasurer who is

38 Authorized to give receipt for same and that the rate at present be 75 cents per house. The bids for the grading of Columbia St opened and on motion the bid of John Hendrickson, P J Hendrickson and E M Johnson at 24&1/2 cents per yard was accepted this bid being considered the lowest. And on motion the Attorney instructed to draw and contract to conform with the same. 68 The Councilmen to fill the unexpired term of Joseph Hellenthal that resigned ending on the second Tuesday of January 1895. C N Groat 40 For the office of councilmen to fill the unexpired term of Fred Bond [?] ending on the second Tuesday of January 1895 Thomas McKay 59 For Treasurer D A Schade 44 Special Propositions - For bonding the Town for $6000. 46 Against bonding the town 4 For ratifying the purchase of the Water Works and bonding the same 39 Against ratifying the purchase of the water works and bonding the smae. 5 Whereby it appears to the council that the following were received the majority of the votes and they are thereofre declared duly and legaly elected . viz: Councilmen William Willacy William Calder J D Chase C N Groat Thomas McKay For Treasurer O A Schade and where by the return appear to the council that the vote for bonds in the Special proposition show more than 3/5 majority in favor of bonds therefor the propositions are declared carried and the Election return ordered placed on file. On motion the Clerk instructed to advertise for bids for $3000. General Fund bonds and $3000 of Water Works bonds the same to be advertised for three weeks on each week in the daily Post Intelligencer and daily Seattle Telegraph the bids to be opened on the evening of January 8th 1894 at the Town Hall.
