67 Columbia Dec 11th 1893 Town Council met pursuant to adjournment, Mayor Hutchinson Presiding. Roll call and the following councilmen present, Voland,Willacy & Schade The minutes of the last meeting read and on motion approved. The council proceeded to canvass the returnes of the anual election held onthe 5th day of Dec. for the purpose of electing 3 three councilmen to serve for two years and two councilmen tofill the unexpered term of Joseph Hellenthal and Fred Bond ending on the second Tuesday of January 1895. And for the following special propositions:- Shall the Town of Columbia for municipal purposes borrow six thousand dollars $6000 and issue its negotiable bonds there for and in favor if the proposition as set fourth and detained in Section 1 of this Ordinance #39 of said town. That the Town of Columbia ratify the purchase of the water works of the Town of columbia made pursuant #24 from Columbia Home Company and expenditures and additions hereto fore made thereto and to make certain other additions therefor the said water works now controlled by said town for the purpose of supplying water to the inhabitants of the Town of Columbia at the total estimated cost as set fourth on said section of said ordinance of Four Thousand Dollars ($4000) and for the purpose of providing for the epxpenditures therefor said town borrow money ad contract indebtedness therefore by the issuance and sale of bonds of said town in the sum of four thousand Dollars ($4000) The council having canvassed saie election returns do find said electio to be as follows - viz: For councilmen for the term of two years, William Willacy50 D W Calder 46 J D Chase 48 E Voland 1

68 The Councilmen to fill the unexpired term of Joseph Hellenthal that resigned ending on the second Tuesday of January 1895. C N Groat 40 For the office of councilmen to fill the unexpired term of Fred Bond [?] ending on the second Tuesday of January 1895 Thomas McKay 59 For Treasurer D A Schade 44 Special Propositions - For bonding the Town for $6000. 46 Against bonding the town 4 For ratifying the purchase of the Water Works and bonding the same 39 Against ratifying the purchase of the water works and bonding the smae. 5 Whereby it appears to the council that the following were received the majority of the votes and they are thereofre declared duly and legaly elected . viz: Councilmen William Willacy William Calder J D Chase C N Groat Thomas McKay For Treasurer O A Schade and where by the return appear to the council that the vote for bonds in the Special proposition show more than 3/5 majority in favor of bonds therefor the propositions are declared carried and the Election return ordered placed on file. On motion the Clerk instructed to advertise for bids for $3000. General Fund bonds and $3000 of Water Works bonds the same to be advertised for three weeks on each week in the daily Post Intelligencer and daily Seattle Telegraph the bids to be opened on the evening of January 8th 1894 at the Town Hall.

76 Columbia Feb 5th 1894 The town council met at the Town Hall Mayor Hutchinson presiding Roll call and the following council men present - Calder, McKay, Willacy, Groat & Chase The minutes of the last meeting read and approved. The committee appointed to interview Mr Camp in regard to the running of Cars in the town limits made a verbal report and on motion the same was acceppted and the committee discharged. A petition was read praying for the wages of common laborers to be placed to the old rate of 25 cents per hour. the Matter was discussed and on motion the petition was laid on the table indefinitely. Motion made and carried that common laborers be paid at the rate of 25 cents per hour. Ordinance #41 taken up and on motion the same was laid on the table indefinitely. Ordinance #42 regulating the salary of the Marshall, Clerk, and Attorney read and on motion passed by the council and approved by the Mayor. On motion Mr. Hellenthal was given one week more time to report in. Bill from Z C Miles for water pipes and fittings $96.69 read and on motion ordered paid. Bill from Hepler Lumber Co for pipe fittings $ read and on motion ordered places to their credit on water rent. ordered paid. Bill from William Willacy for cash paid for frieght $2.90, Car fare 10 cents, sharpening picks 90 cents total $4.15 read and on motion ordered paid. A compliant from Nettie Wood asking for $5000 damages sustained by a fall on Columbia St read and referred to the City Attorney.

90 Communication read from C N Groat with instruction from William Willacy to tender his resignation as councilman and on motion the same was accepted and the office declared vacant. Motion made and carried to postpone the appointing of a councilman until the mnext regular meeting. 98 A communication from H H Hastings read sending his resignation as City Attorney and on motion the same read and accepted and the communication placed on file. Motion made and carried that S E Thompson be appointed as City Attorney and his oath of office read and on motion accepted and ordered placed on file. Communication from Messrs VanToble and Humphrey read and requesting the immediate payment of Warrants #35-67 of the Gen Fund and Warrants #1-6-17-27 of Columbus St Fund on motion the same was ordered placed on file. The Mayor having replied to same. Motion made and carried that warrants in payment of the quarterly salary of the Attorney, Clerk, and Marshal be issued. The council then proceeded to canvas the returns of the annual election held on the 4th day of Dec for the purpose of electing a Mayor for the term of two years two Councilmen to serve for the term of two years and one councilman to fill the unexpired term of William Willacy resigned ending the second Tuesday of Jan 1896. and for Treasurer to serve for the term of one year. The Council having canvassed the returns of said election do find said election to be as follows viz: For Mayor R H Hutcheson 21 votes For Mayor V R Pierson 25 votes For Councilmen for the term of two years Louis Almquist 26 votes Joseph Hellenthal 22 votes Thomas McKay 22 votes A A Hepler 21 votes For Treasurer O A Schade 28 votes F C Torstenson 17 votes
