12 Columbia January 10th 1893 The Town Council met at the Town Hall Mayor C P Hutchinson presiding, the following councilmen were present J Sullivan, E Voland, J Hellenthall, Fred Bond, and Wm Willacy Motion made and carried to appoint B R Shaw for town clerk pro tem. Motion made and carried to appoint H H A Hastings for town attorney & for the ensuing term. Motion made and carried to appoint B R Shaw for town clerk for ensuing term. Motion made and carried to appoint D C Brown for town marshal for the ensuing term. The following councilmembers chosen by lot for the short term. E Voland, Wm Willacy and J Sullivan. For the long term, Fred Bond and J Hellenthall On motion C R Hepler was appointed Police Justice for the ensuing term On motion the Bonds of the officers were fixed as follows. Treasurer $1000, Clerk $500, Marshall $500 On motion E Voland and H H A Hastings were appointed a committee to procure a Seal for the town. Motion made and carried for the meeting of the council to be held on the First Monday evening of each month as 8 o'clock. On motion the Clerk and Attorney were appointed to procure such blank books and stationary as they may deem proper for the use of the town. Motion made and carried to empower the Mayor to appoint the several committees necessary E Voland and J Hellenthall were appointed to find out the owner of the stock of the Town Hall J Sullivan and Fred Bond were appointed as a committee on Streets and allies. E Voland and WmWillacy were appointed as a committee on Water Works. Motion made and carried to adjourn to meet Monday evening January 16, at the K of P Hall. 20 Columbia March 2nd 1893 Town Council met at the K of P Hall by special appointment to discuss the Water works system, Mayor C P Hutchinson presiding, with the following councilmen present Sullivan, Bond, Hellenthal, Voland & Willacy Mr. Edmiston made a proposition in behalf of the Columbia House Co. to sell the Water system and all rights connected with the ame, with the priveladge to run pipes across their acre of land for the sum of $1250. After discussion it was moved and carried to lay the same on the table until next Monday night March 6th Motion made and carried to adjourne to meet next Monday night, March 6th 1893 Approved Maarch 13th 1893 B R Shaw clerk C P Hutchinson mayor

22 Columbia March 13th 1893 Town Council met at the Town Hall, Mayor C P Hutchinson presiding, with the following councilmen present Hellenthal, Voland, Willacy & Sullivan The minutes of the special meeting held on March 2nd, at the K of P Hall, were read and on motion approved. The minutes of the last meeting was read and on motion approved. A petition was presented and read to grade and sidewalk Columbia St from Noble St to Letitia St. On motion same was laid on the table for two weeks. On motion the Street Committee was empowered to have the grade established on Noble, Winston, Caldwell, Letitia, Rainier Ave, Americus, Augustine, Columbus, Ferdinand, Hudson Streets. and the proposed route to Lake Washington. On motion the door sill of the front door of the K of P Hall was selected as the starting point to establish the grade of the town and the Attorney instructed to draw an ordinance to the effect. A petition signed by 30 citizens for the reduction of or modification of Ordinance No16 (providing for a Dog tax) was presented and read and on motion same was laid on table until next meeting. Ordinance No 19 (relating to the Board of Health and otherwise to the keeping of the townin proper condition) read and on motion passed by the Council and approved by the mayor.
