22 Columbia March 13th 1893 Town Council met at the Town Hall, Mayor C P Hutchinson presiding, with the following councilmen present Hellenthal, Voland, Willacy & Sullivan The minutes of the special meeting held on March 2nd, at the K of P Hall, were read and on motion approved. The minutes of the last meeting was read and on motion approved. A petition was presented and read to grade and sidewalk Columbia St from Noble St to Letitia St. On motion same was laid on the table for two weeks. On motion the Street Committee was empowered to have the grade established on Noble, Winston, Caldwell, Letitia, Rainier Ave, Americus, Augustine, Columbus, Ferdinand, Hudson Streets. and the proposed route to Lake Washington. On motion the door sill of the front door of the K of P Hall was selected as the starting point to establish the grade of the town and the Attorney instructed to draw an ordinance to the effect. A petition signed by 30 citizens for the reduction of or modification of Ordinance No16 (providing for a Dog tax) was presented and read and on motion same was laid on table until next meeting. Ordinance No 19 (relating to the Board of Health and otherwise to the keeping of the townin proper condition) read and on motion passed by the Council and approved by the mayor. 25 Columbia Apr 3rd, 1893 The Town Council met pursuant to adjournment Mayor C P Hutchinsonpresiding. The following Councilmen present: Voland, Hellenthal, Sullivan & Willacy. The minutes of the last meeting read and on motion approved. The following Bills read and on motion warrants drawn for payment of same. Bill from Joseph Hellenthal for $5.75 for work on Water Works and material for same. Bill formD C Brown for $2.50 repairing sidewalk. Bill from Lowman & Hanford $9.00 for supplies. The clerk's quarterly report read, and on motion same was accepted. Ordinance #24 known s the "Water Works Ordinance" read the second time on motion laid on the table for one week, and the Water Committee instructed to confer with Mr.Edniston about the same. Motion made and carried to accept the grade of Caldwell & Columbus Streets as shown on profile. Motion made and carried to draw warrants to pay the quarterly salary of the Clerk & Marshal. Motion made and carried to adjourn to meet Monday evening April 10th B R Shaw clerk Approved April 10th 1893 C P Hutchinson mayor.

66 Columbia Dec 4th 1893 Town Council met pursuant to adjournment, Mayor Hutchinson Presiding. Roll call and the following councilmen present, Voland,Willacy & Schade The minutes of the last meeting read and on motion approved. On motion the Treasurer was ordered to make out the bills for water rent due and unpaid and send the same to the consumer. The residents on Columbus,Angeline and Americus St at half rates. on motion it was decided to give F E Scott the contractor on Angeline St one month more time to complete his contract subject to the consent of his Bondsman. Motionmade and carried to widenthe cross work on Winston andAngeline St from 4ft to 6 ft at an additional cost of one cent per lineal foot. Motion made and carried to give Mr.Hughston the contract of erecting the guard rail on Angeline St at 3 cents per lineal foot. Motion made and carried to allow the residents living in Angeline St to build a 4 ft walk across the street in front of Mr. Hastings' house. The report on the number of feet of sidewalk completed onAngeline St read and on motion the clerk instructed to draw warrants for the amount due the contrators. On motion F M Woodruff was appointed Inspector of the Election to be held Dec 5th in place of Louis Almquist resigned. On motion the clerk was instructed to draw a warrant in favor of Joseph Hellethal for the amount due him on the Columbus St sidewalk contract the same to be drawn on the Columbus St fund. 118 take the name of Winston St The Mayor and J A Kelso appointed a committee to confer and act with the City Attorney and proceed the collect Grade Taxes from property abutting on Columbus and Angeline Sts; Communication from Nathan Beman County Auditor encolsing certificate of the assessed valuation of property situated withinthe limits of the Town of Columbia as Follows Real Estate $114,135 Personal Property 2,970 Total $117,105 Council proceeded forthwith to fix and determine their levy for Municipal purposes for the year 1895 and 1896 On motion a levy of one per cent was made and City Attorney instructed to draft an ordinance and present the same at our next regular meeting The mayor Appointed the Standing Committee as follows: Committee on Buildings and Wharves, Groat and Kelso Committee on Water Calder and Kelso Committee on finance Kelso Chase & Almquist Marshal instructed to procure one cord of wood for use of the Town Hall On motion Meeting adjourned to next regular meeints on the First Monday evening in November 11/95 J A Kelso Town Clerk pro tem Approved Nov 4th 1895 Mayor
