28 Columbia Apr 24th, 1893 The Town Council met pursuant to adjournment Mayor C P Hutchinson presiding. The following Councilmen present: Willacy, Sullivan, Hellenthal. The minutes of the last meeting read and on motion approved. On motion the Water Works Commitee was empowered tofind out how muhwater pipe is needed to repair the water works and how much the same will cost and report at next meeting. On motion the Clerk was instructed to confer with the County Commissioners in reference to vacating the Columbia Park and report at next meeting. On motion the Clerk was instructed to make the assessment of the Twon. Resolution #2 Relating to the grading and improvement of Columbus Street passed by the Council and approved by the Mayor. 56 Columbia Oct 2nd 1893 Town Council met pursuant to adjournment, Mayor Hutchinson presiding. Roll call and the following Councilmen present, Sullivan, Voland & Willacy The minutes of the last meeting read and on motion approved. The engineer's report for the building of sidewalk on Columbus Street read, and on motion, the same laid on the table til next meeting, and warrants drawn for 70% of said estimate. the Engineer report for grading down to Angeline Street in the month of September read and on motion accepted and warrents ordered drawn for 70% of said estimates. Town Treasurer's report for the Quarter ending September 30 read and on motion accepted and placed on file. the Town Clerk's report for the Quarter ending September 30th 1893, read and on motion accepted and placed on file. Bill from the Grade Contractors of Columbus Street for balance due them on contract, read and ordered paid as soon as the 30 day limit had expired. Bills for the work done making culvert on Angeline Street read and the following warrents ordered drawn for the payment of smae A A Hepler $2.00, J C Huff $.88, H Bemis $2.00, J McCloud $1.35, D C Brownfor 35 lb nails, $1.75. Bill for barn rent, $1.75, presented by J C Huff, and the same withdrawn. Bill for L C Woodman for $10.00 engineers work done on Angeline Street read and on motion warrant drawn for payment of same. Bill from S H Clements for $12.50 as roadman on work done on Angeline Street made and on motion the same was cut down to $10.00 and a warrant ordered for payment of same. Bill for L C Woodman for $35.50 for work done on Angeline Street and on motion warrant ordered for payment of same. Bill from Columbia Home Co. for $7.50 for lumber furnished, read and on motionm warrant ordered for payment of same. Motion made and carried, that the minutes of the meeting held September 4th, be corrected to read as follows, towit: Motion made and carried that the engineer's report for work done by the Columbia Street Grade contractors be accepted and the council accept the Street as finished as far as the Grade Contractors is concerned. Motion made and carried to lay water pipe for Ferdinand Street along the Ally to the rear of the K of P Building the Lodge digging the ditch for the pipe.

61 that the payment of same be deferred for the space of one year. Same filed A request from Wm Camp supt of the Rainier Electric Rwy requesting permission to remove certain planks between the tracts of said Ry for necessary improvements was read and he was granted fifteen days for the planks to be up, but informed if longer time was necessary it would be granted. On motion of Mr Willacy the Railway people were order to plank all crossing of streets this fall width of said street. A Protest signed by citizens JJ Kintz and A H Heplerprotesting against the acceptance of the sidewalk on Columbus Street was read. Also a counter protest against the extension of Time for the Acceptance of said walk signed by contractor J Hellenthal, the same was well discussed by Town engineer Woodman, His Hon the Mayor and others present. On motion of councilman Willacy the engineer was requested to meet the members of the council & Mayor on Oct 24th and ascertain if possible whether or not said sidewalk on Columbus Street had been constructed according to the contract. Bids now opened for the constructionof teh side waks on [Angeline Street]]. Only one bid being offered and that being considered too h igh, it was promptly rejected and on motionofcouncilman Schade the clerk was ordered to readvertise for bids and post smae as provided for five days previous to Oct 30th 1893. A motionto adjourn to meet Oct 24th at 8 o'clock pm was made passed and caried. Oct 24th 1893 The council met as per adjournment Mayor Hutchinson Councilmae Willacy & Schade being the onlu ones present the meeting was adjourned to meet Monday night Oct 30th 1893

62 Columbia Oct 30th 1893 Town Council met pursuant to adjournment, Mayor Hutchinson in the chair, and the following members present, Schade, Sullivan, Willacy & Voland The minutes for the meeting of Oct 23th and 24th were read and approved. A Communication from the City Counsellor pertaining to the registration of the voters etc was read and filed. A protest from A Houghston regarding the manner of the council's opening of a certain bid for the sidewalk on Angeline Street was read and passed without action. On motion of CouncilmanSchade the seat of councilman F Bond was declared vacant. The clerkwas ordered topost, according to law, public notices of an electiontobe held onthe 5th day of December next at which electionfive councilmen and a Town Treasurer will be elected. it was moved and carried that the town being 600 ft or sufficient 2 in iron pipe to lay new water main on Columbia Street It was suggested by counsellor Hastings and after some discussion order on motion of councilman Schade that a public meeting be held in the Town Hall the following Thrusday night at 7\30 o'clock for the purpose of discussing the advisibility of bonding the Town's indebtedness On motion the sidewalk on Columbus Street was accepted as campleted. The bids for the building of sidewalks on Angeline Street were opened. there being only two tendered that of J C Heuff and Avery Houghston was accepted as being the lowest. It was moved and carried that an ordinance be drawn that would rebate the tax-payers on Columbus Street the difference between the assessed amount of the grade tax and the actual cost of the work. 128 On motion City Attorney and Mayor were authorized to proceed to collect Grade tax as per assessments from Property abutting on Angeline and Columbus Streets On motion Street Committee was instructed and empowered to drain water from Ferdinand Street at Rainier Ave: Mayor appointed F J Brown and A A Hepler as members of the Finance Committee. The mayor to be ex officio member: On motion meeting adjourned to meet on the first Monday in March at 8 PM Approved Mch 2nd 1896 Mayor J A Kelso clerk
