64 Columbia Nov 6th 1893 Town Council met pursuant to adjournment, Mayor. C P Hutchinson Presiding The following councilmen present,Voland,Schade & Willacy The minutes of the meetings held Oct 30th & Nov 4th read and on motion approved. The engineer's report on work done on Angeline St by contractor F B Scott read and on motion accepted and a warrant ordered drawn for amount due him. Bill from C L Woodman for $11.50, work done on Angeline St read and on motion a warrant was ordered drawn for payment of same. Bill from J C Huff for $5.50, work helping the engineer on Angeline St read and on motion ordered paid. The following bills read and on motion accepted and laid on the table. Bill for Lowman & Hanford for $6.50 for Registration and Oath Book. Bill from Hughes Hastings & Stedman for legal work $45.00 Bills for work on Water Works. Joseph Hellenthal $12.19 A Houghston $.37 A Larson $4.43 S Pierson $3.25 Bills for work on Streets - E F Wood $.75 R Palmer $.50 H Bemis $2.75 J C Huff $2.50 Bill from Frank Walls for 47.25 work putting guard rail on Columbus St bridge. Motion made and carried to round the corners of sidewalks on Angeline & Winston St. on motion W R Hadlock and Thad Osgood were appointed as judges of the Election to be held Dec 5th and Louis Almquist was appointed as Inspector of said Election. Motionmade and carried to give the Good Templers the use of the samll room in the Town Hall On motion the clerk was instructed to get tickets for the electintobe held Dec 5th 1893 printed.

66 Columbia Dec 4th 1893 Town Council met pursuant to adjournment, Mayor Hutchinson Presiding. Roll call and the following councilmen present, Voland,Willacy & Schade The minutes of the last meeting read and on motion approved. On motion the Treasurer was ordered to make out the bills for water rent due and unpaid and send the same to the consumer. The residents on Columbus,Angeline and Americus St at half rates. on motion it was decided to give F E Scott the contractor on Angeline St one month more time to complete his contract subject to the consent of his Bondsman. Motionmade and carried to widenthe cross work on Winston andAngeline St from 4ft to 6 ft at an additional cost of one cent per lineal foot. Motion made and carried to give Mr.Hughston the contract of erecting the guard rail on Angeline St at 3 cents per lineal foot. Motion made and carried to allow the residents living in Angeline St to build a 4 ft walk across the street in front of Mr. Hastings' house. The report on the number of feet of sidewalk completed onAngeline St read and on motion the clerk instructed to draw warrants for the amount due the contrators. On motion F M Woodruff was appointed Inspector of the Election to be held Dec 5th in place of Louis Almquist resigned. On motion the clerk was instructed to draw a warrant in favor of Joseph Hellethal for the amount due him on the Columbus St sidewalk contract the same to be drawn on the Columbus St fund. 98 A communication from H H Hastings read sending his resignation as City Attorney and on motion the same read and accepted and the communication placed on file. Motion made and carried that S E Thompson be appointed as City Attorney and his oath of office read and on motion accepted and ordered placed on file. Communication from Messrs VanToble and Humphrey read and requesting the immediate payment of Warrants #35-67 of the Gen Fund and Warrants #1-6-17-27 of Columbus St Fund on motion the same was ordered placed on file. The Mayor having replied to same. Motion made and carried that warrants in payment of the quarterly salary of the Attorney, Clerk, and Marshal be issued. The council then proceeded to canvas the returns of the annual election held on the 4th day of Dec for the purpose of electing a Mayor for the term of two years two Councilmen to serve for the term of two years and one councilman to fill the unexpired term of William Willacy resigned ending the second Tuesday of Jan 1896. and for Treasurer to serve for the term of one year. The Council having canvassed the returns of said election do find said election to be as follows viz: For Mayor R H Hutcheson 21 votes For Mayor V R Pierson 25 votes For Councilmen for the term of two years Louis Almquist 26 votes Joseph Hellenthal 22 votes Thomas McKay 22 votes A A Hepler 21 votes For Treasurer O A Schade 28 votes F C Torstenson 17 votes

99 Whereby it appearing to the council that the following men having received the majority of the voted and they are therefore declared duly and legaly elected viz: For Mayor V R Pierson For Councilmen for the term of two years Louis Almquist for Councilman to fill the unexpired term of William Willacy C N Groat For Treasurer O A Schade It appearing to the council that the vote for Thomas McKay andJoseph Hellenthal resulting ina tie, neither one is therefore eleted and owing to the result of suchtie is is hereby declared tht Thomas McKay hold the office of councilman until the next annual election no one having been elected to fill his place Motion made and carried to adjourn until the next regular meeting B R Shaw town clerk Approve June 8th 1896 C P Hutcheson Mayor
