To the Honorable and Common Council of the City of Seattle: Gentlemen: your committee on Sewers to whom was referred the complaint in reference to a nuisance said to exist on property owned by F Hochbrunn and situated on North Seattle beg to report that we have investigated the matter and find that a nuisance does not exist as stated, being a large pool of Stagnant water which has no outlet at present. Source of said water undoubtly came from the adjoining streets - by the same thing would have occured, were no streets graded above said lots. We find that in all similar cases the property owner has been obliged to either fill up or drain the premises, and would recommend that the same course be followed in this instance, and that Mr Hochbrunn be notified to abate said nuisance inthe manner indicated above.

Petition of W U Tel Co to have certain taxes refunded read and tabled. Communication from H L Yesler by Carr and Preston accompanied by a deed dedicating a portion of Mill Street to the city of Seattle for street purposes. Read and referred to judiciary and Street Committees. Communication from J R Andrews remonstrating against the extensioin of Rollin Street read and referred to Street Committee. Petition of Preston and Albertson and Everett Smith for the payment of labores on Madison Street read and referred to Judiciary Committee. Petition of P D Hamlin and others for street lights on Eighth Street from Jackson Street to Dearborn Street thence to the east side of Twelfth Street Referred to Commottee on Street Lights. Communicatioin from Seattle Cable Road and Water Co. asking that the time for commencing work by said company be extended to Mar 1st 1888. Granted

373 COMMON COUNCIL OF THE CITY OF SEATTLE Jan 11 1883 Be it remembered that on this 11th day of January 1888 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following officers are present, to wit: Mayor Thomas T. Minor & Councilmen J. Furth, J. M. Frink, T. W. Lake, R. Moran, U R Niesz, & C F Reitze & W R Forrest Clerk whereupon the following proceedings are had, to wit: Petitions etc Petition of N J Hanson & others for street lights at corner of 9th Howell Sts, 9th & Stewart Sts, 10th & Stewart Sts, 10th & Virginia Sts & 11th & Virginia Sts, read & referred to Committee on Street Lights. Petition of John Cort for permission to transfer his liquor and theatre licenses to the New Standard Theatre Corner of Washington & South Second Streets. Granted. Petition of F Hochbrunn for permission to remove stumps by blasting from Block "Q" Bells 6th addition read & granted for a period of ten (10) days the petitioner to be personally responsible for any damages caused by reason of said blasting. Petition of John Cort for permission to put up a Canvas sign across Washington street read & granted. Communication from D L McCowan asking that the street Commissioner be directed to remove a fence from across the alley in Block 26 of Bell & Denny's Addn read & City Atty. decided to prosecute the protector of said fence for maintaining a nuisance. Petition of Robt Abrams & others for planking Washington street from Commercial Street to Seventh Street read & referred to Committee on Streets.

Communication from Memorial Committee G A R extending an invitation to the mayor and Council and through them to the people of Seattle to participate in the exercise of Memorial Day read and on motion accepted. Petition fo F Hochbrunn and others for the change of certain Street Grades, read and referred to Street Committee. Communication from the Boardof Fire Delegates reporting that Josiah Collins had been duly elected Chief of the Fire Department at an election held pursuant to law on Manday May 7th 1888 read and on motion of J Furth the siad Josiah Collins is appointed chief

485 COMMON COUNCIL OF THE CITY OF SEATTLE Jun 1 1888 -ing said street. Adopted provided the grade district is extended from Mill Street to Law St instead of to Jackson Street From Same Committee rejecting petition of A A Bell and others for grading Eighth Street from Depot Street to Mill Street as the same has not been signed by a majority of the property owners in said Street Adopted. From Same Committee rejecting petition of J C Brittain and others for opening West St toUniversity Street and the widening of the Alley through to Mill Street. Adopted From Same Committee on petition of F Hochbrunn and others for changing cetain grades and asking that a Committee be appointed to investigate the grade of Depot, Fifth and other streets, as follows: "We recommend that a committee be appointed to examine said grades with power to act" On motion the whole matter is referred to the Street Committee in conjunction with the City Attorney. From Same Committee on remonstrance of Geo Brandt and others against opening Alley through Block 106 of D T Denny's 1st Addn recommending that the parties now obstructing the alley be given until November next to vacate the same. Adopted. From Same Committee asking further time to report on the ordinance asked for by theWest Street Lake Union andPark Transit Company. Granted. From Same Committee granting petition of H H Lewis & others for grading and building sidewalks onWest Street from Virginia Street to University Street, Adopted and the city Surveyor ordered to submit plans and specifications therefor.
