MrPresident:- Your committee on Streets, to whom was referred the petition of'H W Gleason in reference to Washington Street, report that they have made a careful examination of said Street, and the conditions existing in front of the property of Mr. Gleason, and would recommend that that portion of the street on the North side thereof should be graded on an incline from the present level of the street at the lot line to the level of the street at the street railway tracks, and that the South side of said street should be graded on a level with the railway tracks, provided that release of damages is first obtained from all the abutting property owners. this report is made as above after consulting Mr. Alexander,the Superintendent of street, and Mr. Thompson, the City Engineer, and is deemed by those two and the Committee to be the best solution of the difficulty. 143 Columbia Jan 10th 1895 The Town Council met pursuant to adjournment. Mayor Pierson presiding Roll Call and the following council men present McKay, Calder, Groat, Chase and Almquist the minutes of the last meeting read and on motion approved. The motion to establish the Clerk's salary at $50.00 per year lost for want of a second and the motion to establish the Clerk's salary at $100. per year carried The motion to establish the Marshal's salary at $25. per year was lost and a motionwas made and carried to establish the Marshals salary at $50. per year Motion made and carried to establish the Attorney's salary at $120.00 year. On motion the following officers was chosen for the next year For Clerk B R Shaw For Marshall J C Huff For Attorney L E Thompson For Police Justice C R Hepler On motion the officers chosen was requested to give bonds as follows Treasurer O A Schade $2500.00 Marshal J C Huff 200.00 Clerk Shaw 200.00 Police Justice C R Hepler $50.00 Attorney Thompson $300.00 On motion the Attorney was instructed to draw an ordinance defining the Duties of the Marshal On motion councilman McKay was instructed to employ an attorney to draw an ordinance defining the duties of the City Attorney On motion the officers requested to have their bonds ready the next regular meeting Motion made to adjourn until the first Monday in Feb B R Shaw town Clerk Approved Feb 4th 1895 V R Peirson mayor

103 The bonds of the Treasurer, Clerk, Marshal, and Police Justice read and on motion they were all instructed to have the wives of the surities sign the bonds and the City Attorney and Mayor instructed to investigate the standing of the surities. Motion made and carried to instruct the Marshal to arrest any one seen entering the Town Hall Through the windows or committing depredation to any properties of the Town. Motion made and carried to have Mr. Fred H Peterson discharged and a demand made on him to surrender the warrant issued in his favor in the sum of $100. Motion made and carried that the Attorney and Mayor Pierson interview the County Commissioners to try and secure the payment to the Town of the amount of Road Tax collected by the County and not turned over to the Town. On motion a warrant was ordered drawn for $5.00 in favor of Fred H Peterson in payment in full for his services as attorney is the suit to reclaim the Park On motion attorney Thompson and the mayor are appointed to inspect the books of the Treasurer and Clerk and report on the same at the next meeting. Motion made and carried to adjourn to meet Saturday Feb 9 at 7:30 at the Town Hall B R Shaw Clerk Approved Feb 9th V R Peirson

111 Columbia June 10th 1895 The Town Council met pursuant to adjournment. Mayor Pierson presiding Roll Call and the following councilmen present Groat Calder Almquist and Chase The minutes of the last meeting read and onmotionapproved The Ballot taken to appoint a new councilman to fill the place of councilman McKay resulted in the selection of J A Kelso and C P Hutchinson was selected as Police Judge in the place of C R Hepler who failed to qualify [this line crossed out] The following bills read and on [this line crossed out] motion warrnats ordered drawn for the same Bill from J E Hepler for 1 day work $2.00 read and on motion warrant ordered drawn for payment. Ordinance #52 fixing the charges of the use of water read and on motion passes by the council and approved by the Mayor Ordinance #53 enacting an emergency fund passed by the council and approved by the Mayor Motion made and earned to transfer $25.00 from the General Fund to the Emergency Fund. Bill from J C Hull for $1.75 work putting in water pipe read and on motion warrent ordered drawn for payment same Also Bill from J E Hepler and Thad Osgood for $1.50 each ordered paid. On motion the Marshal instructed to purchase 10# of nails to repair sidewalk. Motion made and carried to allow the people living on the West of Winston St the use of the water for irrigation of Mondays Wednesday & Friday and the people living on the East of Winston St on Tuesday Thursday & Saturday and that the Marshal be instructed to notify the parties that unless they comply with the request the water will be shut off. Motion made and carried to allow the Atorney Thompson to appoint M McCurley as the Depty during his absence. Motion made and carried to adjourn to meet first Monday in July B R Shaw Clerk
