69 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 11 1886 and now the Council proceeds to the Motion of police officers Councilman Frink moves that the vote for police officers by taken by Ayes & Noes. Councilman Furth moves as an amendment that the Council now proceed to elect one Captain of Police and nine policemen which is lost by the folowing vote Ayes Coulter Furth, Green, and Russell Noes Frink, Hinckley, Lake and Reitze. There being a tie vote the Mayor decides it by voting No, Councilman Frink now moves as an amendment to his original motion that the Council proceed to elect on Captain of Polic and nine Policemen and that the vote by taken by Ayes & Noes. Carried by the following Ayes Frink, Hinckley, Lake & Reitze Noes Furth, Green, Coulter & Russell, the vote being a tie, the mayor decides it by voting Aye. Councilman Reitze moves that the names of the persons nominated be called and that they be voted on separately carried by the following vote, Ayes Frink, Lake, Hinckley, & Reitze Noes Coulter, Furth, Green,& Russell, there being a tie, the mayor decides it by voting Aye. Councilman Furth moves that the council proceed to vote for Capt W H D Wolffe for Captain of Police, carried W H D Wolffe being placed in nomination for Captain of Police is defeated by the following votes Ayes Coulter, Furth, Green,& Russell. noes Frink, Hinckley, Lake & Reitze there being a tie, the mayor decides it by voting No. James Welch is placed in nomination for Captain of Police and elected by the following votes Ayes Frink, Hinckley, Lake & Reitze Noes Coulter, Furth, Green & Russell, there being a tie, the mayor decides it by voting Aye. Thereupon the following named persons are nominated and Elected policemen to wit: Fred Voigt, Tobias Butler, W H Pinckney, J L McClellan, J L McDaniel, Thos H Campbell, J W Hunt, Wm Morris & F A Fay. The upon each of said persons being the same as that for James Welch Captain of Police the mayor casting the deciding vote, with the

159 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 4 1887 From Finance Committee recommending that the bills of Hasbrook & Terry & Dr. J S M Smart be paid at the same time calling the attention of the Police officers to the fact that the city had a Health Officer whose duty it is to attend to such cases and who is paid a salary therefor, and in future no bills of this character will be allowed unless the health officer is absent form the city. Adopted. From Same committee rejecting the applicationof Elizabeth Shumway for a reduction of the valuations of certain lots in Nagle's Addition. Adopted.
