743 COMMON COUNCIL OF THE CITY OF SEATTLE Feb 5 1886 From Same committee returning report of the chief of the Fire Department in regard to Engineer James Ingraham with the recommendation that the same be tabled for the reason that there are no charges made against said Ingrahamsave that of ill feeling. adopted From Committee on Beach Road reporting that of the 40 lots across which the proposed road would run the free right of way had been obtained of 33 and negotiations were in progress to secure the right of way across the remaining 7 Report adopted and on motion the City Attorney is directed to draw the necessary ordinance establishing said highway. From Committee on Public Grounds reporting that the soil of the City Park was not in suitable condition for transplanting shrubbery and recommending that the matter be indefinately postponed. adopted From the City Attorney reporting that Geo H Wright is not in in his opinion entitled to the return of his Road Poll tax as asked for, as the said Wright was not connected with the Fire Department at the time the assessment was made and therefore cannot claim his exemption. Adopted Also an verbal report from the City Attorney that in his opinion the ordinance for the licensing of the sale of fruit trees heretofore submitted is invalid. Adopted From Street Committee returning petition of F T Johnson et al for the opening of Clay Street from Front St to Fourth St and for three blocks along Box Street recommending that the same be granted. 3 COMMON COUNCIL OF THE CITY OF SEATTLE May 7 1886 From Custodian of Powder House received and ordered placed on file From Park Commissioners approved the following reports of Committees are received: From License Committee on petitionof Mauer and Steinle et al for allowance for time closed by martial law recommending that the petition be not granted; adopted From License Committee on petition of W C T U that Mrs F H Leger be permitted to peddle articles of her own manufacture without license, recommending that the petition be granted; adopted From Finance Committee returning report of City Surveyor of closing measurement of Union Street sewer, with the approval and recommending that the Contractor S Simpson be allowed the sum of $154.90 on motion the report is approved and warrant ordered drawn in accordance therewith From Finance Committee on petition of M Hays for refund of taxes paid by mistake recommending that the petition be granted and the petitioner be allowed the sum of $5.27 on motionthereport is adopted and warrants ordered drawn in accordance therewith. The following Officers are present to wit: Mayor W H Shoudy and Councilmen Coulter, Furth, Frink, Green Hinckley]], Lake, Russell and Reitze Whereupon the following proceedings were had to wit: Communication from Street Commissioner Cummings in regard to Front Street sidewalk received, read and referred to Street Committee. Report of Justice G A Hill for month of July referred to Judiciary Committee. Committee Reports Received From Judiciary Committee recommending that the claim of J H Woolery for $200. be not allowed. Adopted From same committee returning with their approval the monthly reports of Justice G A Lyon & City Jailor James Bogart adopted.
