762 JOURNAL OF THE PROCEEDINGS OF THE Mar 11 1886 Be it remembered that on this the eleventh day of March A D 1886 the Common Council of the City of Seattle meets in the Council chamber pursuant to adjournment the following officers being present to wit: His Honor the Mayor H L Yesler and Councilmen R H Calligan, J Furth, G W Hall, W A Harrington, T W Lake, Chas McDonald, J J Post and G WYoung against none Minutes of previous meeting are read and approved Petitions Petitions of J G Kenyon et al praying for the removal of obstructions and opening of wharf at foot of Madison Street read and referred to Committee on Harbor & Wharves Petition of G J Armstrong for permission to conduct a laundry with certificate from Chief of Fire Dept only, is read and referred to Committee on Sewers. Petition of F H Osgood praying that Sec 1 of Ordinance No 611 and Sec 5 of Ordinance No 569 be amended and submitting an ordinance to that effect is read and laid on the table. Petition of F D DeWolf praying that the alley in Block X of Bell's 4th Addition be vacated is read and on otion the petition is granted Report of Dr J S M Smart Health Officer calling attention to certiain bodies fo stagnant water as dangerous to the public health read and referred to committee on Sewers. Report of Fire and Water Committee on matter ofFire patrol recommending that the men be allowed pay at the rate of $2.50 per day read and on motion adopted.

766 JOURNAL OF THE PROCEEDINGS OF THE Mar 11 1886 Petition of F H Osgood is now taken from the table and the ordinance submitted is read by the city attorney. Moved by Councilman Calligan that the matter be refered to the Committee of the whole to examine the proposed changes; lost Councilman Hall moves the adoption of the ordinance which is entitled "An ordinance to amend sections one and five of Ordinance #473, carried by the folowing vote: in favor of the adoption thereof Councilmen R H Calligan, J Furth, Geo Hall, W A Harrington, T W Lake, Chas McDonald, J J Post and G W Young against none On motion the Treasurer is authorized to return assessment roll of Seneca St improvement Ord #401 and Clerk authorized to credit Treasurer with amount of tax assessed to Territorial University On motion all matters realting to the police force of the City are laid over until next meeting Clerk submits an Ordinance entitled "A special ordinance appropriating moeny to pay audited bills" which is adopted by the following vote: in favor thereof Councilmen R H Calligan, J Furth, Geo Hall, W A Harrington, T W Lake, Chas McDonald, J J Post and G W Young Ordered that the council do now adjourn attest W R Forrest clerk by E Shepard deputy H L Yesler mayor

Petition of F H Osgood et al praying that the alleys running though Block 3 & 4 and that part of Fountain Street lying between said two (2) blocks and extending from Elaine Street to Lake Union in D T Denndy's Second Addition to North Seattle be vacated. From Same Committee on petition of C J Chilberg etal for a box drain inTenth Street directing the Chief of Police to notify the owner of the premises complained of to drain the same. Adopted. From Same Committee granting petition of F H Osgood & others for vacating certain alley and a portioin of Fountain Street in D T Dennys addition. Adopted. From same committee grantign the petition of T T Minor et al for vacating alleys in Blocks 100 & 101 in Terrys 2nd addition. Adopted. From same committee granting petition of Wm Koch et al for opening Lombard and other streets. Adopted. From same Committee rejecting petition of L L Jewett et al for a sidewalk on West Side of Main Street west of Commercial Street. Adopted. From Committee on Sewers and Drainage recommending that a twelve (12) inch stove pipe sewer be constructed in Main Street beginning at a point one hundred and twenty (120) feet fromt he West side of Third Street and running to the Bay, Adopted and on motion the purchasing agent is directed to purchase the necessary sewer pipe. Bills allowed The following claims against the city having been duly audited and allowed are ordered paid by warrants drawn on the several funds as follows viz:-
