The President proposes to designate a day in May on which the entire nation shall concentrate its attention toward the vitally important matter of financing the American National Red Cross for its responsibilities both toward soldiers and non-combatants. The President requests that you will attend a meeting at the office of the American Red Cross in Washington of a small committee of representative men from various parts of the countty to consider this matter. The meeting will be held on Saturday, April 21st, at ten-thirty A. M.

Wood, The American committee for the encouragement of democratic goverment in Russia, at whose suggestion twenty two states of the American Union have already sent formal messages of congratulation and sympathy to the new goverment of Russia, we respectfully urge that at this critical moment there be dispatched to Russia a commission thoroughly representative of all elements in American life to convey to the provisional goverment an expression of the congraturations and sympathy of the American people, and to confer with that goverment as to the most effective ways and means of securing complete cooperation between Russia and the United States in the prosecution of the war for civil liberty and human justice, in which they are both so earnestly engaged.
