Mr. CONNESS asked, and by unanimous consent obtained, leave to bring in the following bill; which was read twice and referred to the Committee on Indian Affairs.

Reported by Mr. DOOLITTLE with an amendment, viz: Strike out all after the enacting clause and insert what follows printed in italics. Amend the title to read: A bill to provide for the better organization of Indian Affairs in California, and for other purposes.

A BILL
An Act

To provide for the better organization of Indian Affairs in California.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That from and after the first day of April, anne Domini eighteen hundred and sixty-four, thereshall be but one Indian District in California, and that the President of the United States, by and with the advice and consent of the Senate, shall appoint a superintending agent of Indian affairs for Calfornia, at a salary of five thousand dollars per annum, who shall reside at San Francisco, and who, upon executing a bond upon such terms and in such sums as the Secretary of the Interior may prescribe, shall have under his control and
