The Secretary of the Interior Washington, D.C.
Sir: The Secretary of War instructs me to submit to you the enclosed letter of the 21st of December last, received from Head Quarters, Department of the Pacific, as San Francisco, on the subject of Indian difficulty in the District of Humboldt and suggesting a plan for the colonization of the Indians, on the Island of "Catalina" off the coast of California.
