Dear Sir
Having just returned from Washington I hasten a reply to your letter I find in my office.
All the appropriation for the last year was [illegible?] in paying claims older than yours, except a few in this City.
If your cattle had been delivered [illegible?] to Mr Short & you had sent one the receipt for them in time I could & would have paid a part if not all of the claim, I dare not refuse any one while the money last as "first come first served."
I [succeeded?] in getting an additional [sum?] appropriate for this year $35,000 in all & if I had not gone to Washington I would not have got more than enough to pay the past debt. I think it will all be here in 90 days & would advise you not to sell at any sacrafice. Send me the receipts of Short or a copy so I may see the member of each [kind?] and age if the same agrees with our agreement as you represented them.
