Sir,
Since I had the honor of forwarding to your department a list of balances due the employees & persons from whom I made purchases for U.S. and give them checks for the amts [amounts] due them. Some of these persons to whom I gave checks have presented their claims [illegible writing above the word claims?] sworn to, others certified to by persons knowing nothing about the facts in the case, while one or two others have transferred their checks and again two or three others to whom I gave no checks. I have paid part of their claims & they say they "hold me for all."
I have therefore to request that you will pay none of those claims whatever, notwithstanding they be certified to except the original checks are presented and surrendered.
