Sir,

I return, herewith, the papers accompanying
your report of the 22 [illegbile] concerning the improvements
in the Hoopa Valley Reservation in California.

By the terms fo the act of the 3rd March 1865
the money it appropriates cannot be used until the
improvements are appraised by the board of officers
designated therein, and I do not think that the
Department can properly commit itself to an approved
of their appraisement in advance; but, if their appraisement
shall appear to be reasonable and embrace within
it the implements, and shall, in the aggregate, not
exceed the appropriation. I do not perceive any
reason why it should not be approved. The appraisement
[illegible] returned of the personal effects appear to
me to be too extravagant and unreasonable to be
considered
