Office Indian Affairs Cal San Francisco November 15 1865

Sir

I have the [honour?] to State to the [illegible] [illegible] of Indian Affairs that from Statement [illegible] at this office from different [ports?] of Southern California/

I became satisfied that the [illegible] and [conditions?] of the Indians in that portion of the State [illegible] the [services?] for the time being of an Agent to enquire [illegible] their present wants and to assist them at their different [locations?] and to [report?] to this office what would be [illegible] for their [illegible] [illegible] Indians being [mostly?] [mission?] Indians [illegible] on lands claimed on their own and only [illegible] assistance in the [illegible] of [seeds?] for [hunting?] and some [farming imporvements?]

In view of those facts I forwarded to [Initials] [Stanly?] Sept. 18 [illegible] an appointment as special agent [illegible] I was authorized to do [illegible] of Board of Indian Affairs of date May 8th 1865. and notified him that he would be placed [illegible] the [Bill?] of [illegible] [illegible] and [illegible]for the [illegible] at the rate of fifty dollars for [illegible]

Mr [Stanly?] [illegible] as special agent [illegible] to the [illegible] of my appointment [illegible] sufficent to [illegible] his [actual?] [illegible]

(Copy) Office of Indian Affairs San FranciscoSept 18th 1865

Sir

Your letters of Aug 12th ult and of Sept 5th int advising me of the difficulties and troubles the Indians are having with the white Settlers relative to their lands and the situation of Indian Affairs in the southern part of the State came to hand at this Office during my absence in the northern portion ofthe State. My time has been so fully occupied in receiving the public property from my predecessor and other duties up to the present that I have not been able to pay that attention to the wants and situation of the Indians in your part of the state which duty and justice to them would seem to demand.

I am not sufficiently advised as to the titles the Indians have in these lands from which they have been ejected or from which possession from them had been withheld to warrant me at present in advising what course to pursue. If they have titles which can be sustained in the Courts there will probably not be much difficulty in reinstating them in their rights.

I inclose you an appointment as Special Agent to act in the Counties of San Bernardino, San Diego and Los Angeles, under which you will be authorized to to have special supervision of the Indians in these counties for the time being

If you see proper to accept the appointment you will be allowed necessary traveling expenses while in the discharge of the duties of your appointment and will be [entered?] upon the pay roll of the Tule River Reservation as one of the employes [emoployees] and be allowed fifty dollars per month. This is the best I can do in the way of compensation at present.

If this is satisfactory you will as soon as possible inquire into the Indian troubles in those Counties redress them as far as possible and make a report to this Office of their present condition and wants. The appropriation for the present year is the same as last and the amount of clothing purchased East for the different Reservations in this state has so reduced the amount appropriated that not a large sum can be used in that direction. You will please however forward an estimate of articles most wanted. All that can be done to relieve their wants and redress their wrongs shall be effected. I shall as soon as possible make a visit to your part of the state.

The papers you refer to in your letter of Sept 5th were handed me by Mr Wiley my predecessor and will be favorably considered. Please advise one on receipt of this communication.
