Red Bluff, Cal March 31st 1865

A year ago last fall I forwarded to [Shannon?] M.C. from California Accounts for Beef furnished [illegible?] Indians on Mendocino Reserve by S. J. Beale & Bros. Mr Shannon reported that he had referred the matter to you and that the account would be investigated by Supt Ind Affairs Elijah Steele Esq
Mr Steele I met in July last he examined my accounts and certified their correctness and recommended their payment once futher stated to me that he had forwarded a copy of the account [and?] statement to you since that time & have heard nothing from or about

the matter.
Those accounts I took in payment for debt upon the assurance of Supt [illegible?] G. M. Hanson that they were correct and that they should be promptly paid.
The accounts are properly made out, signed by S. J. Beale [illegible?] certified by the Sec [illegible?] and by G. M. Hanson Supt/

Yuba City Cal. Sep 27th 1865

Sir
I am an Ex. Supt. Ind. Aff. in Cal. Superaided nearly two years since; Denied the priviledge [privilege] of going to Washington to settle my accounts, which after much delay were forwarded to Special Agt J. Ross Browne on this Coast to [Sittle?] (together with my successor) Before I could find Browne, my successor was unmoved. And in a few months more his successor was unmoved; In the meantime I found Mr Browne obtained settlement of the a/c [account] forwarded to him which he reported back favorable [owe?] six months since and notwithstanding I have written to the Commr of Ind. Affs. thrice and Sec. of Interior once, expressive of my great anxiety to close up my accounts with the Govmt. I have been unable to even get any reply to my letters - Why? I cannot immagine [imagine].
This is my apology for troubling your Excellency with [their?] [lines?], that the proper Department may be [reminded?] they should at least pay common respect to Ex. officers
