I have to ask the indulgence of the Department after so long a delay, for still further time in order to be able to make a satisfactory report on the certificates of issue and other papers of late Supt Henley forwarded to me on the 20th of June last accompanied by instructions.

As your letter of that date advises me that upon my report you hope to be able to close the settlement. I have thought it proper to examine into the matter as minutely as possible. I regret this delay as much as you can and will consume no more time in making the investigation than I think actually necessary for the fulfillment of your instructions.
