Ottawa, 11th October, 1935.

Dear Lord Tweedsmuir,

I have just received from Mr. E. H. Coleman, Under-Secretary of State, the text of Addresses which the Premier of the Province of Quebec, and the Mayor of the City of Quebec, desire to present to you after your Installation as Governor General. Through an inadvertence the Premier omitted to forward to Ottawa the text of the English version, but I enclose the French version in the case of the Provincial Address. I also enclose the text of the Address which will be presented to you on your arrival at the capital on the 26th October. On this occasion it is the desire of the Mayor of Ottawa to present to you a gold-plated Key to the City, for which brief ceremony provision will be made in the programme which is being worked out, and which I will submit to you on your arrival in Canada.

Owing to the political situation, I have been unable to procure the text of the Address to be presented at Quebec by the Prime Minister of Canada, but will submit it to you when I join the ship at Father Point, P.Q. In the case of the Prime Minister's Address, no reply in French will be necessary.

Following the ceremony of Installation,

Addresses are received and replied to in the following order:

(1) Prime Minister of Canada (In English). Reply in English.

(2) Premier of the Province of Quebec (In English and in French). Reply, first in English, then in French.

(3) Mayor of the City of Quebec (In English and in French). Reply, first in English, then in French.

The Secretary of State is arranging for the Installation to take place at noon on Friday, the 25th October, following which a Government Luncheon will be tendered you at the Chateau Frontenac Hotel. After Luncheon there will be a few hours of freedom. The Lieutenant-Governor of Quebec gives a Dinner in your honour at 8.00 p.m. the same evening. After Dinner you entrain for Ottawa, arriving at the Capital at 3.00 p.m. on Saturday, 'the 26th October.

The details of the arrangements are not yet in printed form, but I will be able to lay them before you on the 24th of this month.

I enclose an article by B.K. Sandwell, published in the Toronto Saturday Night. In view of what may be the result of the General Election on the fourteenth, the article may oe of interest to you.
