the hope that if attacks should
be made earlier upon Your Excellency
or the Government, these should
be permitted to pass unnoticed,
so far as you are concerned, at least
until we have had an opportunity
to confer together.

I greatly fear that while intended
to help forward the defence policies
of this Government, the larger issue
which may be raised, will make
the task increasingly difficult.
To avoid Your Excellency being
drawn into any controversy is
my reason for sending this line
at once.
