[JAS - Calgary speech]

Ottawa, September 4th 1936

My dear Governor General:

This morning's papers, reporting your Excellency's speech at Calgary yesterday, contains the following statements, in quotations:

"Canada has to think out a policy of defence, and take steps to implement it"

"This Dominion must have a militia, not too large but fully equipped and perfectly trained"

"No country can afford to be without a defence policy"

These statements would seem to imply that Canada had not a policy of defence, and was not taking steps to implement its policy; they are certain to be construed as an attempt on the part of His Majesty's Representative in Canada to formulate policies with respect to defence; and, as such, evidence of some imperialist intent with respect thereto.

Knowing how far anything of this kind is from your mind, and feeling quite sure, that

you have meant, in whatever you said, to lend a hand to that government in its efforts to grapple successfullly with this difficult situation which confronts all countries at the present time, I have been deeply concerned as to the possible effect of these statements; and the political controversy to which they are certain to give rise. however, that I should apprise you at once of what I feel sure is certain to be said, and express the hope that if attacks should be made earlier upon Your Excellency or the Government, these should be permitted to pass unnoticed, so far as you are concerned, at least until we have had an opportunity to confer together.

I greatly fear that while intended to help forward the defence policies of this Government, the larger issue which may be raised, will make the task increasingly difficult. AN OPEN LETTER TO OTTAWA

On Thursday his Excellency Baron Tweedsmuir, Governor-General of Canada, addressed the Alberta Military Institute in Calgary. In part, he said: "No country today is safe from danger. No country can be isolated. Canada has to think out a policy of defense and take steps to implement it."

Speaking the same day in Vancouver, Viscount Elibank re-enforced his Toronto speech of two weeks ago when he said: "We have got to make up our minds whether we are going to stay in the Empire or out of it. We have got to make up our minds now, once and for all, if, to us, the Empire is worth having and worth saving."
