Mr Grant of New South Wales has no jurisdiction whatsoever in the [Illegible] in the [Illegible] district of Kennedy, or in any other portion of the Colony of Queensland. If therefore, Your wish your [Illegible] be sent Secretary, [Minister] [Illegible]

MEMORIAL, OR APPLICATION FOR A CERTIFICATE OF NATURALIZATION.

[Attached Note] To His Excellency Sir George Ferguson Bowen Knight Commander of the Most Distinguished Order of St Michael and St. George, Captain General and Govenor in Chief of the Colony of Queensland and its Dependencies also Vice Admiral of the Force &c, &c, &c.

1. - The Memorial of Franz, Joseph, Chardon of Plain Tree Creek, Dawson River respectfully sheweth, that your Memorialist is a native of * Necarsulin in Wuteinberg 2. - That your Memorialist is tenty three years of age, and is + a Builder by calling 3. - That your Memorialist arrived in the Colony of New South Wales, by the ship "Undine" in the year 11th February 1854 and has been resident therein since that date. 4. - That your Memorialist beg to refer your Excellency to the annexed Certificate of character and of the correctness of the statements herein contained from respectable persons to whom the Memorialist has been known since his + arrival in the Colony. + 5. - That your Memorialist s is desirous of Enjoying s the right & priviledges of an English Subject in this his // adopted Country ; and that on these grounds your Memorialist is desirous of availing himself // of the privileges granted to Aliens by the Acts of Council, 11 Victoria, No. 39, and 17 Victoria, No. 8. 6. - That your Memorialist therefore respectfully requests that your Excellency may be pleased o grant to your Memorialist a Certificate under the provisions of the said Act, confering upon your Memorialist the privileges of a natural born British Subject, with such restrictions as to your Excellency may seem met. And your Petitioner will ever pray.

2. The arrangements of the Government, as officially ___ Communicated to this Board on the 6th. December last, ___ placed these schools beyond their jurisdiction, Consequently no Salary was paid, by the __ Board, for the Services of the teachers for December last.

3 I have been instructed by the Board to make this __ explanation, in order that the Government of Queensland may be prepared to deal with any application which may be made from the teachers of the schools above mentioned.

3. It must further be clearly understood and assented to on the part of your Government, that the supply of these Postage Stamps will form a distinct Account and that their settlement must not be mixed up with any other transaction whatsoever. I have the honor to be Sir Your obedient Servant W. H. [Finke] Postmaster General

[Margin] This is simply a proposal that the Queensland Government should sell the N. S. Wales postage stamps on Commission - and pay that Government a sum nearly equivilent to the whole cost of the Queensland postage _ for being allowed to do so. A.O.W. 10 January.

It appears to me that the [Illegible] of the [district?] now [confirmed?] in Queensland must have contributed towards purchasing these dyes, stamps & _ &c. that, therefore it wld. have been equitable that Queensland shd. have been supplied at cost price for 6 months after the separation. G.F.B.

4. His Excellency had supposed that the Govt. of N. S. Wales would not object to supplying the Stamps at Cost price and his request was based upon this application; as he was aware that the Revenues of the territories was comprised in Queensland had contributed to the purchase of the dies and other machinery employed in the Stamp Printing Department in Sydney.

5. I am therefore to request that you would be so good as to bring the subject again under the notice of your Government, and that you will further state that if they should decide upon furnishing the Stamps at the Cost price payment will be made for the same by the Col. Treasurer of Queensland, in Cash, or in any other mode which they may desire. I have &c. Sigd. Robert Geo Herbert. A. [Illegible]
