PHILLIS WHEATLY ASSOCIATION Greenville, S. C.

PURPOSE

An organizaiton of White and Negro citizens to promote the interests of both races through mutual understanding and co-operation.

This organiztion is of the South, for the South and for a greater Greenville.

We place our trust in God.

We do not believe in social equality of the races as possible or desirable. We believe that all men have Godgiven and inalienable rights. We beleive in just, adequate and impartial laws,--enforced. We believe that to all citizens should be opened the door of American Hope, that great inspiration for the upbuilding of the individual and of the Starte and for the establishment of the Kingdom of God and of His Christ on earth, and to this end we believe that every citizen should be given all posssible help for his or her spiritual, mental and physical upbuilding.

Ignorance, and lack of character and well being in an individual or class is a burden and a menace to each member of the community. "Behing ill healthand ill conduct, behind the doctor and the nurse, the reformatories and prisons, are the conditions which go to produce disease, phusical and moral." The relef of these conditions constitutes one of the most serious problems of this age section.

We propose to establish and maintain a Social, Religious, Rescreational and Education Centet for Negro Women and Men, Girls and Boys; and to acquire and use Funds, Property, Rights and othr Powers for these Purposes.

BY-LAWS

ARTICLE I---Dues Annual dues for regular and associate members are payable on January 1st of each year. Failure to pay by January 31st shall automatically terminate membership.

ARTICLE II---Order of Business Order of business at the regular meetings of the Board: Calling Roll Reading of Minutes Report of Treasurer Report of Superintendent Report of special committees Reading of communications Presentation of claims Election of officers Unfinished business New business

ARTICLE III---Standing Committees

All Standing Committees shall meet at the call of their Chairmen. Members of the Committees shall be notified of all meetings. Memebers unless detained by illness or absence from the city are expected to be oresent at all meetings. The Standing Committees shall make their own rules and shall select and engage all assistants necessary for their work, subject to the approval of the Board of Trustees. Standing Committees shall obtain the approval of the President of the Board of Trustees before publishing or circulating any reading matter on behalf of the Association or any department thereof.

solicit new members, keep an accurate list of all names addresses and send a copy of the same to the Secretary.

The House Committee, under the direction of the Superintendent, shall supervise and direct all matters pertaining to the phsical care of the home, making suitable provision for the comfort and convenience of all occupants, including a department for transient use, and shall provide lodging and boarding places for young women who cannot be accommodated at the Center. It shall also assist young women in finding places of employment.

The Social Committee shal endeavor to interest members in the work of the Association, and in the various social departments, and bring them in touch with one another. They shall give entertainments, provide recreation, and undertakde any work deemed advisable and approved by the Board of Trustees.

The Educational Committee, under the direction of the Boart of Trustees, shall have charge and control of all educational work, engage all teachers, supervise all classes and as far as possible make this work self-supporting.

The Finance Committee shall devise and execute such plans for raising money as shall seem advisable, subject to the approval of the Board.

ARTICLE V---Amendments

These By-laws shall be amended at any regular meeting of the Association by a majority vote, provided a specific notice of all proposed amendments shall have been mailed with the notice of the meeting.

CONSTITUTION

ARTICLE I---Name

This organization shall be known as the Phillis Wheatly Association.

ARTICLE II---Object

Its object shall be the establishment and maintenance of a social, religious, recreational and education centre for colored women and men, girls and boys, and for the acquirement of funds, property, rights and other powers for the above purposes.

ARTICLE III

The fiscal year shall end December 31st f each calendar year.

ARTICLE IV---Meetings

The annual meeting of the regular members shall be held on the second Tuesday in February, each year, at the hour and place designated by the President.

Special meetings of the Associaltion shall be called by the Secretary at the direction of the President, or upon the written request of three trustees.

Notice of all special meetings of the Association or Board shall state the object for which the meeting is called.

Notice of all meetings in the Association shall be mailed to members at least a week in advance of the meeting.

Notice of all Board or Committee meetings shall be given at least twenty-four hours in advance.

Ten regular members shall constitute a quorum of the Association.

ARTICLE V----Membership

Any person contributing to the Association at one time $100.00 or more is a life member of the Association, and is entitled to cast one vote upon any and all questions voted upon by the regular members of the Association.
