of desirable fall foliage collaring -
many of those can and should be replaced
in fall by some of the new stock
grown by the Department Nursery
which have attained suitable size
proportions and condition--
while the natural shrubs should be
placed to afford the new plantings
protection as well as give temporary
body to the grouping until the
new plantings have become effective.
Many of the flower beds so used
this year should be transformed into
shrubbery borders and groupings--
the soil having by the years culture
afforded the proper preparation
